<br />LEEWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br /> <br />HEARING TRANSCRIPT <br />JANUARY 19, 2017 <br /> <br />A regularly advertised hearing on the COUNTY COUNCIL INITIATED AMENDMENT TO <br />CHAPTER 25 OF THE HAWAI‘I COUNTY CODE, RELATING TO AGRICULTURAL <br />TOURISM was called to order at 9:33 a.m. in the West Hawai‘i Civic Center, Community <br />Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, with Chairman <br />Keith F. Unger presiding. <br /> <br />COMMISSIONERS PRESENT: Keith F. Unger, Nancy Carr Smith, Scott Church, <br />Collin Kaholo, Perry Kealoha, Barbara Nobriga and Sonny Shimaoka <br /> <br />ALSO PRESENT: Malia Ho (Counsel for the Commission), Daryn Arai (Deputy Planning <br />Director), Jeff Darrow (Planning Program Manager) and Noriko Sauer (Commission Secretary) <br /> <br />And four people from the public in attendance. <br /> <br />INITIATOR: COUNTY COUNCIL (BILL NO. 227, DRAFT 2) <br />An Ordinance amending Chapter 25, Article 1, Article 2, and Article 4 of the Hawai‘i County <br />Code 1983 (2005 Edition, as amended), relating to Agricultural Tourism. The purpose of this bill <br />is to amend the definition of “agricultural tourism” and include new definitions for “agricultural <br />products” and “agriculturally-related products”; and defining requirements for plan approval <br />review of and use regulations for agricultural tourism operations. The County Council is referring <br />Bill 227, Draft 2 to the Planning Director and the Windward and Leeward Planning Commissions <br />for comment and recommendations. <br /> <br />UNGER: First item on the agenda. New Business, Initiator County Council, Bill No. 227, Draft <br />2, an ordinance amending Chapter 25, Article 1, Article 2, and Article 4 of the Hawai‘i County <br />Code 1983, 2005 Edition, as amended, relating to agricultural tourism. The purpose of this bill is <br />to amend the definition of “agricultural tourism” and include new definitions for “agricultural <br />products” and “agriculturally-related products,” and defining requirements for Plan Approval <br />review of and use regulations for agricultural tourism operations. The County Council is referring <br />Bill 227, Draft 2, to the Planning Director and the Windward and Leeward Planning Commissions <br />for comment and recommendations. <br /> <br />Normally, at this time in our procedure we ask for the County to make their presentation. We <br />have a special request from a member of the public to be able to present her testimony first, and <br />we would like to allow that at this time.
