ANNOUNCEMENTS
PUBLIC TESTIMONY ON AGENDA ITEMS:
Testimony shall be limited to items on the agenda. Persons wishing to provide oral testimony are asked to
submit a completed request form to the Puna CDP project manager prior to the completion of each public
testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length per agenda item
during the Public Testimony on Agenda Items portion of the meeting or immediately prior to an agenda item,
subject to the discretion of the Chair of the Puna CDP Action Committee.
APPROVAL OF MINUTES: February 8, 2017.
BUSINESS:
1. Implementation strategy for prioritized actions: At their February 8, 2017 meeting, the
Action Committee approved six priorities critical to the process of creating a pattern of future
growth and development in a manner that is consistent with the goals and objectives of the
PCDP. Today the AC will discuss strategies for moving forward on these priorities.
2. Discussion on training or informational sessions during AC meetings: The Action
Committee will discuss the need and possibility of having training or informational sessions
during regular AC meetings. The AC may provide feedback on what types of information or
training they may need to assist the committee with implementation of the PCDP.

COMMUNICATIONS NOT REQUIRING ACTION:
3. Update from the Connectivity and Emergency Response Subcommittee (CERS) (Patti
Pinto): The purpose of the CERS is to follow the vision and the mission of the PCDP in
implementing connectivity actions related to the overall theme of health and safety. Members
of the subcommittee will inform the AC on their recent activities, which is reflected in the
following communications:
— Communication No. 2017-7: CERS discussion on defining boundaries for Puna Waena
and Puna Kai and review of connectivity locations for Puna Waena and Puna Kai.
— Communication No. 2017-8: CERS discussion on the population growth of Hawaiian
Paradise Park (HPP) and the status of the Puna Makai Alternate Route (PMAR)
including portions between HPP and Hawaiian Beaches subdivisions.
AGENDA FOR NEXT MEETING: Suggested agenda items from the Action Committee for the May
9, 2017 meeting.

If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of becoming a lobbyist. (Article 15,
Section 2 — 91.3(b), Hawai'i County Code). A lobbyist means, "any individual engaged for pay or other consideration who
spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence
legislative or administrative action my communicating or urging others to communicate with public officials." (Article 15,
Section 2 — 91.3(a)(6), Hawai'i County Code). Registration forms and expenditure report documents are available at the
