Page 42 Establishes “Enterprise Zones” for the entire County of Hawai’i…. FORTY in total…NONE of which are in Puna!!! 2. Page 45 References the Policy to use capital improvements to enhance existing commercial and industrial areas. Pahoa has none to the best of my knowledge. Doesn’t Pahoa have an existing commercial area? The issue arises, I believe, if Pahoa wants any industrial development, e.g., agricultural processing or a real hospital with, e.g., dialysis unit. 3. Page 47 addresses Economic Opportunity in Puna as agricultural, and alleges that the most important sources of employment are papayas, flowers, bananas, and geothermal, thus limiting planning for economic development in many other sectors. 4. Page 48 admits only major government installation in Puna is prison (classic use of land in underprivileged areas) 5. Page 48 underplays importance of tourism in Puna, despite presence of Volcanos National Park and some of the most beautiful scenery on the island. 6. Page 48 expressly states that “Puna will continue to serve as residential area for people working in Hilo.” Where is the true economic development for Puna if we are only referred to as the bedroom community to Hilo?? This is only an initial review of the first 50 pages of the 2005 General Plan….we, as the current leaders of the Puna Community Development Plan and the Pahoa Regional Town Center Steering Committee, need to step- up and have our voices heard in this VERY important General Plan revision.
