It is true that Ocean View is a population center and an affordable
location. However, I believe you will agree that Ocean View was terrible
planning. The developer was interested in delivering affordable product and
making a profit; now the tax payers will bear the cost of what should have been
done and was not.
I am not sure that it is an enlightened course to encourage greater population
density there because there are no employment opportunities in the vicinity. As
energy resources become scarcer in the future, it may be more advisable to
encourage population growth closer to areas of employment. Most working folks who
live in Ocean View drive North to work.
Of immediate present concern is traffic coming from Kau and South Kona into
Kailua and North. Many who live in Ocean View commute in this direction. Shortly
we will have the completion of the Mamalahoa bypass which will expedite flow as far
as Keauhou, and then cause the mother of all traffic jams at the top of Kam III Road as the bypass traffic comes back into the Hawaii Belt Road
bottleneck! This traffic snarl runs all the way to the recently improved Queen
Ka'ahumanu Highway.
I was told by Billy Paris that a mid-level road from the Keauhou shopping center
into town has been on the books since the 1950's. In the 90's the Alii Parkway was
fully designed and Federally funded only to be stopped by a burial. Either the Alii
Parkway needs to be realigned and built (hopefully in its original 4 lanes) or the Belt
Road needs to be widened, from Kam III into town. This roadway issue needs to be addressed as a priority before any more population density is encouraged anywhere South of Kailua, including Ocean View.
