Planning Department (CDP)
Dear Sir/Madam,
This is the second letter I have written to you on this issue (along with a possibly unreadable
scribble on the form provided at the CDP meeting!)
I found the meeting format somewhat contrary to the name “Community” development plan since it was most
certainly NOT inclusive of the fairly significant public attendees who were really offered zero opportunity to
participate except in a very “managed” way by the non-community experts who did a slick job of getting the
answers they wanted. I have, in a past life, managed such activities and the results they manufacture so
understood the way such a non-inclusive process works. You will recall that the “community” advised that
there would be “no questions” so it was hardly participatory.
It concerns me that such a process will produce a desired (by the organizers) outcome which possibly has
nothing to do with what the actual community would like. It is hard to conceive but the organizers have
apparently not truly thought through the reasons that “Ocean View “ and Puna exist and what their obvious
limitations are (Volcanic Risk, no natural water, virtually no vegetation or soil etc) and in reality, land that has
no obvious attributes except for a “created” low price. This done years ago by a reportedly venal
administration and some greedy developers. (refer Land and Power in Hawaii)
Of course I understand the reasons and importance of the economic feature but that is no reason why it
should be perpetuated.
I will attempt to participate further in the process but in future will leave when the process includes a “gag”
order.
Sincerely
Rick Vidgen
