MINUTES
FEBRUARY 1, 2017
The Windward Planning Commission met in regular session at 9:01 a.m. in the County of
Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman
Gregory Henkel presiding.
COMMISSIONERS PRESENT: Joseph Clarkson, Gregory Henkel, Donald Ikeda, Myles
Miyasato, and Raylene Moses.
ABSENT & EXCUSED: Donn Dela Cruz.
ALSO PRESENT: Michael Yee (Planning Director), Daryn Arai (Deputy Planning Director),
Mafia Ho (Deputy Corporation Counsel for the Windward Planning Commission), Jeff Darrow
(Planning Program Manager), Maija Jackson (Staff Planner), Christian Kay (Staff Planner, to
9:44 a.m.), and Sarah Hata-Finley (Commission Secretary).
A quorum was present. Deputy Director Arai presented Commissioner Moses with a lei and
thanked her for her outstanding five years of service on the Commission.
Chairman Henkel introduced Windward Planning Commissioners and staff to members of the
public, and went over the procedures for public testimony.
STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the
agenda.
1. APPLICANTS: SUZANNE BENNETT AND JEAN MCKEAGUE (SPP 12-141)
Request for a 5 -year extension of time to comply with Condition No. 4 (secure and finalize
building permits) of Special Permit No. 12-141, which allowed the establishment and
operation of a school for K -6th grade instruction on one acre of land situated within the State
Land Use Agricultural District. The property is located on 5th Avenue, approximately 1,000
feet northwest of the intersection of 5th Avenue and Kaloli Drive, Hawaiian Paradise Park
Subdivision, Puna, Hawaii, TMK: 1-5-053:142.
The Commission took this item up at 9:04 a.m. with 17 people from the public in attendance.
Note: Chair Henkel recused himself from participating in this application; therefore, Vice -Chair
Clarkson presided over the matter.

Vice -Chair Clarkson called a recess at 9:44 a.m., and the meeting was reconvened at 9:50 a.m.
at which time Chair Henkel resumed presiding over the meeting.
2. APPLICANT: INITIATOR: COUNTY COUNCIL (BILL NO. 256)
An Ordinance amending Chapter 25, Article 4, Section 25-4-51 of the Hawaii County Code
1983 (2016 Edition, as amended), relating to off-street parking and loading. The purpose of
this amendment is to establish the required number of parking spaces for dwellings or
lodging units that are occupied for a period of less than one hundred eighty (180) days. The
County Council is referring Bill 256 to the Planning Director and the Windward and Leeward
Planning Commissions for comment and recommendations.
The Commission took this item up at 9:50 a.m. with 6 people from the public in attendance.

MINUTES — The Commission took this item up at 10:33 a.m.
Approval of Minutes of the January 5, 2017 meeting — It was moved by Commissioner Ikeda,
and seconded by Commissioner Miyasato, that the minutes of January 5, 2017, be approved as
circulated. Motion was unanimously carried by a voice vote of all Commissioners in attendance.
ADMINISTRATIVE MATTERS/ANNOUNCEMENTS - The Commission took up the
following at 10:34 a.m.
Mr. Darrow announced that the March Windward Planning Commission meeting will be
cancelled.
ADJOURNMENT — There being no further business, it was moved by Commissioner Ikeda and
seconded by Commissioner Miyasato that the meeting be adjourned. Motion was unanimously
carried by a voice vote of all Commissioners in attendance. Chairman Henkel adjourned the
meeting at 10:35 a.m.
