WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />ACTIONS <br />APRIL 6, 2017 <br />1. APPLICANT: JAN VALDEZ (USE 17-066) <br />Application for a Use Permit to allow the establishment of a two-bedroom bed and breakfast <br />operation within an existing three-bedroom dwelling situated on approximately 40,336 <br />square feet of land within the Single -Family Residential (RS -20) zoning district. The <br />property is located within the Honoli`i Pali Tract on the south side of Honoli`i Place, about <br />600 feet south of the Honoli`i Place/ Pauka`a Drive intersection, Pauka`a, South Hilo, <br />Hawaii, TMK: 2-7-015:012. <br />Denied. <br />2. INITIATOR: PLANNING DIRECTOR <br />An ordinance amending Chapter 25 (Zoning), Hawaii County Code 1983 (2016 Edition, as <br />amended), Article 4, Division 2, Section 25-4-13; Article 5, Division 5, Section 25-5-52; <br />Article 5, Division 6, Section 25-5-62; and Article 5, Division 7, Section 25-5-72 relating to <br />home occupations. The purpose of the proposed amendments is to clarify that a Special <br />Permit is not required for a home occupation in a single-family dwelling on lots existing <br />prior to June 4, 1976, in the State Land Use Agricultural District. <br />This item was deferred. <br />3. INITIATOR: PLANNING DIRECTOR <br />An ordinance amending Chapter 25 (Zoning), Hawaii County Code 1983 (2016 Edition, as <br />amended), Articles 1, 2, 4, 5 and 7 relating to meeting facilities and community <br />buildings. The purpose of the proposed amendments is to incorporate the definitions of <br />meeting facilities and community buildings into a single, comprehensive definition by <br />maintaining and expanding upon the definition of meeting facilities. Additionally, the <br />amendments will identify what zoning districts will require a Special Permit or a Use Permit <br />to allow for a meeting facility. <br />Favorable recommendation to the County Council with amendments. <br />4. Open for public comment, amendments to County of Hawai'i's Planning Commissions' <br />Rules of Practice and Procedure related to adoption of new Planned Unit Development <br />(PUD) Rule 16, amending application processing and action timelines, appeal language, and <br />revocation language for various permits and approvals, and amendments to Rule 4 for <br />Contested Case Procedures. Review and action of proposed amendments will take place on <br />April 10, 2017, in West Hawaii, which will be agendized accordingly. <br />Action to take place at Joint Commission Meeting on April 10' in West Hawaii. <br />Minutes of February 1, 2017 — Approved. <br />
