LEPC MEETING MINUTES
County of Hawaii, Civil Defense
December 6, 2016, 10:00am
Members Present: Gerald Kosaki, Lead Co-Chairperson; John Peard, DOH-HEER; David
Cummings, Hamakua Energy; John Bowen, Hazmat consultant; Michel Uchida, HFD Hazmat;
James O’Connor, HPD; Eric Honda, DOH; Newton Inouye, Civilian Representative; Bill
Hanson, Civil Defense. Non-Members: Sharon Leonida, DOH-HEER; Terri Napeahi,
Keaukaha Action Network; Chris Leonard, Media; Cal Westergard, Dept. of Ag.; Cory Harden,
private citizen; Dana Keawe, private citizen.
I. Meeting called to order at 10:05 am by Chair Gerald Kosaki.
II. Approval of August 9, 2016 meeting minutes – John Peard identified a correction to the
minutes and amended. Minutes was approved as amended.
III. Hazmat Training
Chair Kosaki passed out reports from those who attended the Continuing Challenge. They were
reviewed and concerns were discussed about classes that were recommended by the LEPC for
the attendees to attend but were not attended.
IV. County Reports
a. Civil Defense – A CD representative attended the Keaukaha Action Network Community
Meeting. At the meeting, they spoke about doing a Health Risk Assessment Study in the
Keaukaha area due to people getting ill. There were also concerns about wastewater
leaking from the pipeline and contaminating the ocean at Puhi Bay. CD has no records
on file for SOG’s or the industrial plants Emergency Response Plan. They are trying to
obtain a copy for their office.
An Emergency Response Plan (ERP) is required based on the quantity and material,
number of employees, and if >10 it has to be written. May be able to obtain ERP from
Federal (OSHA) and EPA. ERP should identify Incidental spills, emergency spills, and
ID the specialist trained employees.
Discussion of Tier 2 Reporting and Administrative penalties by Sharon Leonida (HEER)
collaborative effort with EPA, may need more information in the future. She said that if
anyone has any information on stored materials, they should notify HEER.
Terri Napeahi from Keaukaha Action Network had questions on Aloha Petroleum and the
follow up regarding their violations. She also had concerns on the County Wastewater
Treatment plant pipelines that have cracks near the shoreline. Signs are posted and she
is concerned about people swimming and may become infected with Lepto, Staph, Strep,
and MRSA. Terri also inquired about monitoring for multiple facility releases. Sharon
stated that the DOH Clean Air Branch should address this.
b. Fire – Capt. Mike Uchida discussed the BEI incident that occurred on 9/22/2016 and the
recent incidents at PGV
c. Police - None
V. Industry Partners Report
a. PGV – No one was present to speak about the recent incidents involving H2S releases
b. BEI – No one was present to discuss the recent Chlorine release incident
c. HEP – Dave Cummings stated that HELCO may be purchasing HEP and possibly
Biofuel
VI. Department of Health HEER Report
John Peard reported that there was going to be an unexploded ordnance (UXO) forum at
Waikoloa. They conducted a search and found >2000 live ammunition during their search
VII. New Business – Identifying committee members. Chair Kosaki read a list of the present
committee members and identified proposed new committee members. He made a motion to
add the identified list to the LEPC. J. Bowen seconded the motion and it was passed. Chair
Kosaki will meet with the new mayor and submit a letter identifying all of the current members.
