Beginning in 2008, the State of Hawai`i through the County of Hawai`i has provided a Right-of-Entry for the temporary placement of COW that provided cellular phone service to an area that would otherwise have no telephone communication system to access public and emergency services. With the June 27, 2015 Lava Flow continuing to draw large numbers of the community and tourists to this area, the continued placement of these COWs in the Right-of-Entry remains important to public safety. • The County of I-Iawai`i, is therefore asking that the Right-of-Entry continue for a three year period or until this threat terminates. We acknowledge receipt of a letter dated February 25, 2015, from Mr. Walter K. M. l,au. Managing 17irector, whereby on behalf of the County of Hawaii and its Civil Defense Agency requested a term extension of its existing Right-of-Entry Permit onto unencumbered State lands identified as Tax Map Key: (3) 1-2-006: portion of 033. Purpose of the permit to authorize the installment of temporary cellular service in the Kalapana area utilizing what are described as Cellular on Wheels (COW) or other forms of temporary equipment, The County, working with AT&:.'l' and Verizon Wireless has established and provided temporary cellular service in an area that would otherwise have no telephone communication system to access public and emergency services. Although radio conhinunication is available to emergency service agencie', the area is Out of range of existing private cellular service providers. The COW Site has been in operation as approved by the BLNR since 2008 when a Lava Viewing Program was created. Now with the June 27`n 1..,ava Flow threatening areas of Lower Puna, and the necessity to use the Chain of Craters road to access Lower Puna, the continued placement and use of these COW's have heroine even more important to public safety, Pursuant to the authority granted me by the Board of.Land. and Natural Resources at its meeting of September 28,20011 (Item D-4), the County of Hawaii, its consultants, and/or persons acting for or on its behalf, is hereby granted a term extension of its existing right-of-entry permit !<89 lr..�t (re _> ), onto unencumbered State property above mentioned.
