Kamaka County of Hawaii PLANNING DEPARTMENT PUNA COMMUNITY DEVELOPMENT PLAN — Parks & Recreation Director Department of Parks and Recreation 101 Pauahi Street, Suite 6 Hilo, Hawaii 96720 SUBJECT: Aloha Director Kamaka, ACTION COMMITTEE Communication No. 2017-10 Michael Yee Director Daryn Arai Deputy Director East Hawaii Office 101 Pauahi Street, Suite 3 Hilo, Hawaii 96720 Phone (808) 961-8288 Fax (808) 961-8742 In its efforts to "provide ongoing guidance and advocacy to'&dvance implement tion of the CDP goals, objectives, policies, and actions", pursuant to §16-6(1), HCC, the Action Committee (AC) of the Puna Community Development Plan (PCDP) is requesting information from your office regarding the policies, process and rules regarding the establishment of Farmers' Market operations at County of Hawaii parks and facilities in accordance wh Chapter 8, Article 9, HCC, pertaining to Farmers' Markets. The purpose of this request is to better inform the AC of the existing requirements confronting potential market operators and/or vendors desiring to secure a "Farmers' Market Permit" for operations at a "designated area" under Chapter 8, § 15- 72, HCC, prior to the AC offering suggestions to the County for any potential code or rules changes that may be necessary to facilitate the strategic implementation of Regional, Village and Neighborhood Village Centers in the Puna District. Toward this end, the PCDP AC respectfully requests the following information, via the Planning Director, at the earliest possible date. 1. A copy of the application form for a "Farmers' Market Permit", or in the absence of a formal application form, a detailed description of the process for securing such a permit; 2. A copy of any Department of Parks & Recreation (P&R) rules applicable to operation of a Farmers' Market within a County park or facility under P&R management; 3. A detailed descriptidh of the minimum criteria employed by P&R in its evaluation of an application for a "Farmers' Market Permit"; and 4.
