DATE: May 17, 2017 TIME: 2:00 PM PLACE: West Hawaii Civic Center (WHCC) Council Chambers - Building A 74-5044 Ane Keohokalole Highway Kailua-Kona, Hawaii, 96740 REVISED AGENDA CALL TO ORDER KONA CDP MEMBER AND STAFF INTRODUCTION STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON AGENDA ADMINISTRATIVE MATTERS 1. Minutes of the Meeting of April 19, 2017 NEW BUSINESS Oben Space. Oben Space Network Obiectives. Formation of Subcommittee. Review CDP Objectives, priorities and proposed actions relating to Open Space and an Open Space Network, establishment of short term Action Committee Objectives and/or a new Subcommittee to address these and any closely related issues as deemed appropriate by the Action Committee. 2. CIP Projects Review — Appropriations and Funding Status: Spreadsheet review of Mayor's Amended Capital Improvement Program and Budget, as submitted to the County Council on May 5, 2017 (thus replacing the Mayor's first submittal of such on March 1, 2017), primarily as to projects proposed within the Kona CDP planning area. Discussion may include actions seen necessary to secure additional CIP appropriations for the next following (2018-2019) fiscal year. General Plan Comprehensive Review: Members of the Planning Department's Long Range Planning Division will provide an overview of the "General Plan Comprehensive Review," its relationship to the CDP, and upcoming opportunities for Action Committee participation. The Action Committee will then have an opportunity for questions, discussion, and recommendations to the Planning Director. UNFINISHED BUSINESS Subcommittee Reports: Review of any sub -committee reports, including any recommended motions and proposed discussion items contained in such reports for placement on the next meeting agenda for Committee action. Next scheduled meeting: June 21, 2017, 2:00 p.m., at the Kona Planning Department Conference Room, WHCC (all meetings dates and times are subject to modification) ADJOURNMENT Notice: The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard on the above items. According to the Operating Guidelines of the Kona Community Development Plan Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and whether the testimony is on her/his behalf or as a representative of an organization or individual. Written testimony shall be submitted with an original and nine copies prior to testifying. The Committee would appreciate timely submittal to the Planning Department at least one week prior to the hearing date to allow for mailing and thorough Committee review. If you are a lobbyist, you must register with the Hawaii County Clerk within five working days (prior to meeting date) of becoming a lobbyist {Article 15, Section 2-91.3 (b), Hawaii County Code}. A lobbyist means "any individual engaged for pay or other consideration who spend more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials." {Article 15, Section 2-91.3(a) (6), Hawaii County Code}. Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at 961-8288 as soon as possible, but no later than five (5) working days prior to the meeting date, to arrange for accommodations.
