WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />MINUTES <br />MAY 4, 2017 <br />The Windward Planning Commission met in regular session at 9:01 a.m. in the County of <br />Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman <br />Gregory Henkel presiding. <br />COMMISSIONERS PRESENT: Joseph Clarkson, Gregory Henkel, Donald Ikeda, and Myles <br />Miyasato. <br />ABSENT & EXCUSED: Donn Dela Cruz. <br />ALSO PRESENT: Michael Yee (Planning Director), Malia Ho Hall (Deputy Corporation <br />Counsel for the Windward Planning Commission), Jeff Darrow (Planning Program Manager), <br />Maija Jackson (Planner), Christian Kay (Planner), Shancy Watanabe (Planner), and Sarah <br />Hata-Finley (Commission Secretary). <br />A quorum was present. Chairman Henkel introduced Windward Planning Commissioners and <br />staff to members of the public and went over the procedures for public testimony. <br />STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the <br />agenda. <br />1. APPLICANTS: HILO LAGOON CENTRE (SMA 17-067) <br />Application for a Special Management Area (SMA) Use Permit to allow the installation of a <br />solar photovoltaic system on the existing building roof and on four proposed shade structures <br />in the parking lot at the Hilo Lagoon Centre, which is on approximately 4.3625 acres of land <br />situated within the Special Management Area. The parcel is located at 101 Aupuni Street <br />approximately 480 feet from the intersection with Kilauea Avenue, Waiakea, South Hilo, <br />Hawaii, TMK: 2-2-014:010. <br />The Commission took this item up at 9:02 a.m. with 8 people from the public in attendance. <br />(SEE EXHIBIT A) <br />This item ended at 9:19 a.m. <br />2. APPLICANT: HALE OHI BED AND BREAKFAST LLC (AMEND SPP 966) <br />Request to amend Special Permit No. 966 from a six (6) -room Inn to a five (5) -bedroom Bed <br />& Breakfast and the deletion of Condition Nos. 3 (Final Plan Approval), 4 (Bedroom Limit) <br />& 6 (Final Status Report) related to the previous Inn use.
