Regarding: Request for Applications Review & CIP Information
Dear Director Yee,
The principal job of the Growth Management Subcommittee, as stated in the North Kohala
Community Development Plan (NKCDP), is to direct North Kohala's growth to areas within and
near existing town centers in order to preserve the district's open space and cultural resources.
This subcommittee reviews various types of land use applications submitted to the Planning
Department, decides upon appropriate action, and makes recommendations to the NKCDP
Action Committee and hence to the Planning Department. Our subcommittee also works with the
Planning Department to down -zone culturally or scenically important State-owned parcels to
more protective categories and acts as a liaison between Kohala culture/historic preservation
groups and the NKCDP AC.
At their January 2nd and February 13th meetings of the Growth Management Subcommittee they
discussed the following needs:
1. Although the Planning Department supplies them with several materials, such as
applications for subdivisions, variances, re -zoning requests, etc., in order to do their jobs
adequately they also ask to receive Subdivision/Consolidation (PCRS) applications.
This past year they discovered two PCRS applications that impacted population density
and one in which the property had special interest to the community. They submit that
they cannot afford to leave discovery to chance and miss any in the future.
2. The Planning Department requires over ten copies of most applications and forwards
copies to various agencies. Several typically remain unused at the Department. At the
same time a member of the Growth Management Subcommittee must travel to Kona in
order to photocopy information they need. We ask that the NKCDP to be on the
distribution list when a document affects our district. This cooperation facilitates a
timely review.
Several years ago Director Billie Jean Leithead-Todd agreed to supply the NKCDP with
at least the cover letters and the Director's summaries of pertinent applications. This
never happened. We'd prefer access to the entire documents, if possible.
