CALL TO ORDER

Chairperson Barbara DeFranco called the Kona Community Development Plan (Kona CDP) Action
Committee (AC) to order at 2:06 p.m. in the West Hawaii Civic Center Council Chambers.
KONA CDP AC MEMBER AND STAFF INTRODUCTION
Action Committee: Barbara DeFranco (Chair), Charles Young (Vice -Chair), Shane Palacat-Nelsen,
Gregory Ogin, Douglas Payne, and George "Keoki" Schattauer. Kari Kimura and Hiram Rivera
were absent.
Staff: Keola Childs, CoH Planner & Kona CDP Project Manager; Michael Yee, Planning Director;
April Surprenant, Long Range Division Manager, Ron Whitmore, Deputy Director CoH Research &
Development, and CoH Planners: Bethany Morrison, Keiko Mercado, and Kevin Sullivan.

STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON AGENDA: NONE
ADMINISTATIVE MATTERS
Minutes of the April 19, 2017 AC meeting.
Vice -Choir Chorles Young moved to approve the minutes of the April 19, 2017, meeting os
submitted. Second by Committee member Douglos Payne. The motion to approve the
minutes os submitted passed with 5 votes aye and 0 votes nay (Committee member Shone
Palocot-Nelsen was not yet present).

NEW BUSINESS:
1. Open Space, Open Space Network Objectives, Formation of Subcommittee:
The Action Committee discussed establishing a Subcommittee on Open Space and
possible subcommittee objectives.

After o brief discussion, Choir Barbara DeFronco moved to defer this agenda item to the
next Kona Action Committee meeting on June 21. Second by Committee member Keoki
Schottouer. Motion passed with 5 votes aye and 0 votes nay (Committee member Shone
Polocot-Nelsen was not yet present).
2. CIP Projects Review—Appropriations and Funding Status:
The Action Committee reviewed the Mayor's amended Capital Improvement Program
and budget as submitted to the County Council on May 5, 2017, discussing projects
proposed within the Kona CPD planning area.
3. General Plan Comprehensive Review:
Planning Director Michael Yee and members from the Planning Departments Long Range
Division and the Dept. of Research & Development-, Deputy Director provided the Action
Committee an overview of the General Plan Comprehensive Review and its relationship
to the Kona CDP. Action Committee members and members of the public asked
questions of the team and engaged in discussion. Topics discussed include: rates and
areas of projected growth, infrastructure priorities and implementation procedures,
open space and green infrastructure, CDPs after the adoption of the updated General
Plan, and continued community engagement.

UNFINISHED BUSINESS:
1. Subcommittee Reports: Committee members Gregory Cgin and Shane Palacat-Nelsen
updated the Action Committee on the current work of the Kailua Village Committee.
They are looking through past plans and community input that was previously gathered.
Next steps will include meeting with large landowners.
ANNOUNCEMENTS:
There are three new nominees for the Action Committee who will be going before the
County Council for confirmation prior to the June 2111 special meeting.
2. The next Special Meeting of the Kona CDP Action Committee is scheduled for June 21,
2017. This meeting will provide an overview of scenario planning as it relates to the
General Plan.
ADJOURNMENT: Committee Member Shane Palacat-Nelsen moved to adjourn the meeting.
Second by Committee Member Keoki Schattauer. Motion passed with 6 votes aye, and 0 votes
nay. The meeting adjourned at 6:53pm.
