RE: Hilo Adult Day Center
The County of Hawaii (County) endorses the partnership of the Hawaii Island Community
Development Corporation(HICDC) and Hawaii Island Adult Care (HIAC) in its efforts to secure
grant funding through the McInerny Foundation for the new Hilo Adult Day Center (Center). A
contribution by the Foundation would bring fundraising efforts of the partnership into the final
reach of total funding needed to complete the Center.
The benefits and positive impacts of the proposed Center in our community are two-fold. HIAC,
which has successfully served the community since 1976, can continue and expand its service
capacity to the senior community—predominantly comprised of low-income seniors that suffer a
form of dementia,without service disruption or displacement because of aging facility challenges.
And more importantly, seniors in the community can continue to access affordable, community-
based care, while aging at home with dignity, enrichment and the support of loved ones.
Non-profit partner HICDC has extensive experience in implementing, managing and bringing
similar development projects from conception to occupancy. During the past five years, HICDC
has developed four (4) self-help housing projects comprising 39 units, and one (1) senior rental
project of 60 units. Recognizing the critical need of day care services for seniors, HICDC is
assisting HIAC as the developer of the Center.
Through exercise activities, art therapy, a music program, and crafts, Hilo Adult Day Center
provides its clientele with a unique continuum of services, providing alternate care in a nurturing
and safe environment,to keep elders out of nursing facilities as long as possible. As an affordable
option for those caregiving for elder loved ones, the Center minimizes the emotional and financial

compounding effects of caregivers that must juggle work and personal obligations in a high cost
community.
The County reiterates its endorsement of the critically-needed Center, and asks for your favorable
consideration of this grant proposal as a hind-worthy project.
