WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />MINUTES <br />JUNE 1, 2017 <br />The Windward Planning Commission met in regular session at 9:04 a.m. in the County of <br />Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman <br />Gregory Henkel presiding. <br />COMMISSIONERS PRESENT: Joseph Clarkson, Gregory Henkel, Donald Ikeda, and Myles <br />Miyasato. <br />ABSENT & EXCUSED: Donn Dela Cruz, Thomas Raffipiy. <br />ALSO PRESENT: Michael Yee (Planning Director), Daryn Arai (Deputy Planning Director, <br />9:16 a.m. to 10:33 a.m.), Amy Self (Deputy Corporation Counsel for the Planning Director, 9:26 <br />a.m. to 10:41 a.m.), Malia Ho Hall (Deputy Corporation Counsel for the Windward Planning <br />Commission), Jeff Darrow (Planning Program Manager), April Surprenant (Planning Program <br />Manager, 9:50 a.m. to 10:33 a.m.), Ron Whitmore (Project Manager for the Ka`u CDP, 9:16 a.m. <br />to 10:33 a.m.), Maija Jackson (Planner), Christian Kay (Planner), Shancy Watanabe (Planner), <br />Leana Gloor (Planner, 9:43 a.m. to 10:33 a.m.), Keiko Mercado (Planner, 9:43 a.m. to 10:33 <br />a.m.), and Sarah Hata-Finley (Commission Secretary). <br />A quorum was present. Chairman Henkel introduced Windward Planning Commissioners and <br />staff to members of the public and went over the procedures for public testimony. <br />STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the <br />agenda. <br />1. APPLICANT: VERIZON WIRELESS (USE 17-000067) <br />Application for a Use Permit to allow the construction of a new, non -manned <br />telecommunication facility, consisting of a 167 -foot tall steel monopole tower and related <br />facilities within a 900 -square foot portion of a 1 -acre parcel of land situated in the County's <br />Agricultural 1 -acre (A -la) zoning district. The property is located northeast of the `Ohi`a <br />Avenue - Alapua Street intersection, in the Eden Roc Estates Subdivision, Kea`au, Puna, <br />Hawaii, TMK: 1-1-082:031. <br />At 9:05 a.m., Chair Henkel announced that this item had been rescheduled to the July 6th <br />Commission meeting. <br />2. APPLICANT: CELLCO PARTNERSHIP DBA VERIZON WIRELESS (USE 15- <br />000059) <br />Application for a Use Permit to allow the construction of a new telecommunication facility, <br />including a 155 -foot tall steel monopine with 8 -foot tall panel antennas and related facilities <br />within a 900 -square foot portion of a 5.76 -acre parcel situated in the County's Agricultural 3 - <br />Page 1 of 4 <br />Windward Planning Commission <br />June 1, 2017 Minutes <br />
