CALL TO ORDER:
Vice Chairperson Farrah-Marie Gomes called the Hamakua Community Development Plan (HCDP)
Steering Committee to order at 5:59p.m. at the North Hawai'i Education and Research Center (NHERC)
in Honoka'a.
ROLL CALL:
Steering Committee: Present— Brad Kurokawa (Chairperson), Farrah-Marie Gomes (Vice Chair), Glenn
Carvalho, Lorraine Mendoza, and Ka'iulani Pahi'b. Absent—Scott Enright, Craig Neff, and Jason Moniz.
Staff: Michael Yee, COH Planning Director, LeAna Gloor, Hamakua CDP Planner, and COH Planners:
Bethany Morrison, Grace Armstrong, Hans Santiago, Kevin Sullivan; Neil Dixon.

PUBLIC COMMENT ON AGENDA ITEMS: None
APPROVAL OF MINUTES:
Mr. Carvalho moved to approve the December 19, 2016 draft minutes os submitted. Second by Ms.
Mendoza. Motion passed with 5 votes aye and 0 votes nay.
BUSINESS:
1. General Plan Comprehensive Review:
Ms. Morrison, Ms. Gloor and other members from the Planning Department's Long Range
Division provided the Steering Committee an overview of scenario planning as it relates to the
General Plan Comprehensive Review. The planning team used scenario planning to explore the
Hamakua CDP planning area. Steering Committee members and members of the public asked
questions of the team and engaged in discussion. Topics discussed include: potential for
potable water service upgrades, multi-scale approaches to wastewater infrastructure issues,
enforcement and remediation of noncompliant wastewater infrastructure, incorporation of the
Hawai`i County is an Equal Opportunity Provider and Employer

work being done on the Mass Transit masterplan; road connectivity, ecosystem services; green
infrastructure; financing mechanisms; preservation of agricultural lands; growth allocation
mechanisms; improved telecommunications and Wi-Fi.

The Planning Department will continue to engage the Hamakua C Committee and the
community throughout the course of the General Plan Compreh ive Up
