NOTICE OF PUBLIC MEETING
KONA COMMUNITY DEVELOPMENT PLAN (CDP) ACTION COMMITTEE
NOTICE IS HEREBY GIVEN of the following matters to be considered by the Kona Community
Development Plan Action Committee in accordance with the provisions of Section 92-7, Hawai'i
Revised Statutes.

ADDITIONS TO THE AGENDA: (Approval of Addendum and/or Supplemental Agenda (requires six
votes, and must comply with Hawai'i Revised Statutes § 92-7(d))
PUBLIC COMMENT ON AGENDA ITEMS: Members of the public are invited to speak to any items
on the agenda. To be recognized, please fill out a yellow request form and submit it to Planning
Department Staff or the Action Committee Chairperson prior to the Public Comment portion of
the meeting. Comment shall be limited to three (3) minutes in length per agenda item, subject
to the discretion of the Chair of the CDP Action Committee.
RECOGNITION OF OUTGOING ACTION COMMITTEE MEMBERS: Certificates of Appreciation
from the County of Hawai'i will be presented to outgoing Action Committee Members Gregory
G. Ogin, George "Keoki" Schattauer and J. Curtis Tyler, III, to recognize their outstanding
commitment and participation as Action Committee members.
APPROVAL OF THE MINUTES: The Action Committee will consider the draft minutes of the June
21, 2017 meeting

BUSINESS
1. Open Space, Open Space Network Objectives, Formation of Investigatory
Subcommittee. Review CDP Objectives, priorities and proposed actions relating to Open
Space and an Open Space Network; consider setting short term Action Committee
Objectives and/or establishing a new investigatory subcommittee to address these
objectives and any closely related issues as deemed appropriate by the Action
Committee.
2. Consideration of establishing additional investigatory subcommittees. Review CDP
Objectives, priorities and proposed actions for other matters warranting subcommittee
investigation and recommendations.
SUB -COMMITTEE REPORTS: Review of any subcommittee reports, including any recommended
motions and proposed discussion items contained in such reports for placement on the next
meeting agenda for Committee action.

NOTICE: The purpose of the public hearings is to afford all interested persons a reasonable
opportunity to be heard on the above items. According to the Operating Guidelines of the Kona
Community Development Plan Action Committee, a person desiring to submit oral or written
testimony shall indicate her/his name and whether the testimony is her/his behalf or as a
representative of an organization or individual. The Committee would appreciate timely
submittal to the Planning Department at least one week prior to the hearing date to allow for
mailing and thorough Committee review.
Anyone who requires an auxiliary aid or service, other reasonable modification, or language
interpretation to access this meeting please contact the Planning Department at (808) 961-8288
as soon as possible, but no later than five working days prior to the meeting date, to arrange for
accommodations. "Other reasonable modification" refers to communication methods or devices
for people with disabilities who are mentally and/or physically challenged.
If you are a lobbyist, you must register with the Hawaii County Clerk within five days of
becoming a lobbyist. (Article 15, Section 2-91.3(b), Hawaii County Code). A lobbyist means,
"any individual engaged for pay or other consideration who spends more than five hours in any
month or $275 in any six-month period for the purpose of attempting to influence legislative or
administrative action by communicating or urging others to communicate with public officials."
(Article 15, Section 2-91.3(a)(6), Hawaii County Code). Registration forms and expenditure
report documents are available at the Office of the County Clerk -Council, 25 Aupuni Street, Hilo,
Hawaii 96720.
