DATE: Monday, July 24, 2017 TIME: 5:00 pm PLACE: Waimea — Lily Yoshimatsu Senior Center (Waimea Senior Center) 67-1199 Mamalahoa Highway Kamuela, HI 96743 AGENDA CALL TO ORDER ROLL CALL ADDITIONS TO THE AGENDA: (Approval of Addendum and/or Supplemental Agenda (requires six votes, and must comply with Hawaii Revised Statutes § 92-7(d)) ANNOUNCEMENTS PUBLIC COMMENT ON AGENDA ITEMS: Members of the public are invited to speak to any items on the agenda. To be recognized, please fill out and submit a yellow request form to the Planning Assistant or Action Committee Chairperson prior to the Public Comment portion of the meeting. Comment shall be limited to three (3) minutes in length per agenda item, subject to the discretion of the Chair of the South Kohala CDP Action Committee. APPROVAL OF THE MINUTES: The Action Committee will consider the draft minutes of the June 26, 2017 meeting. Presentation by Julia Rose, Member of the South Kohala Coastal Partnership: Ms. Rose will provide the Action Committee with a brief presentation about the benefits of low impact development/construction. 2. Presentation by James Hustace, Chair of the South Kohala Traffic Safety Committee: Mr. Hustace will provide the Action Committee with a presentation regarding a recently released survey to gather information from the communities, individuals, and businesses of South Kohala to get a better understanding of community needs when it comes to road, and traffic safety issues. Mr. Hustace will also be addressing other topics, including the Waimea/Kawaihae Mini - Bypass, DKI Extension, emergency routes, and zoning issues that may affect traffic and road use. 3. Presentation by Elizabeth Pickett and Pablo Beimler, Hawaii Wildfire Management Organization (HWMO): Hawai'i Wildfire Management Organization is a 501(c)3 non- profit organization based in Waimea that serves as a hub of collaborative wildfire efforts across Hawaii. Executive Director Elizabeth Pickett and Community Outreach Coordinator Pablo Beimler will give an overview on the major wildfire hazards in Waimea, Kawaihae, Waikoloa Village, and Puako as well as the wildfire protection efforts completed, in progress, and planned in those areas. They will also share various resources and services that HWMO has available for residents and visitors South Kohala. LIAISON REPORTS: Action Committee will review submitted reports and recommend motions and discussion items to place on the next meeting agenda for action. Reports include but are not limited to the following: 1. Kawaihae Liaison - Jojo Tanimoto 2. NOTE: The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard on the above items. According to the Operating Guidelines of the South Kohala Community Development Plan Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and whether the testimony is her/his behalf or as a representative of an organization or individual. Written testimony shall be submitted with an original and nine copies prior to testifying. The Committee would appreciate timely submittal to the Planning Department at least one week prior to the hearing date to allow for mailing and thorough Committee review. Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at 961-8288 as soon as possible, but no later than five working days prior to the meeting date, to arrange for accommodations. "Other reasonable modification" refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of becoming a lobbyist. (Article 15, Section 2-91.3(b), Hawai'i County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials." (Article 15, Section 2-91.3(a)(6), Hawai'i County Code).
