Action Committee Meeting Report
CALL TO ORDER
Chairperson John Winter called the North Kohala Community Development Plan (NKCDP) Action
Committee (AC) to order at 1:35 p.m. in the Kamehameha Park Complex/Hisaoka Gym
Conference Room.
ROLL CALL
Action Committee Members Present: John Winter (Chair), John "Jack" Hoyt, and Benjamin Ney.
Action Committee Members Absent -Excused: Faith Yates (Vice -Chair), Kristen "Lehua" Dircks,
Richard Elliott, and Veronica "Lani" Eugenio.
Staff: LeAna Gloor, North Kohala CDP Planner; April Surprenant, Long Range Division Manager;
and COH Planners: Hans Santiago, Keiko Mercado, Keola Childs, and Heather Bartlett.
Members of the public: 6

PUBLIC COMMENT ON ITEMS ON AGENDA:
APPROVAL OF MINUTES:
The Action Committee quorum was not met so approval of the May 10, 2017 minutes was
postponed until the next meeting on July 10, 2017.
BUSINESS:
1. General Plan Comprehensive Review
Members from the Planning Department's Long Range Division provided the Action
Committee an overview of scenario planning as it relates to the General Plan
Comprehensive Review. Ms. Surprenant presented various model driven and planner
driven scenarios that helped to inform the General Plan Comprehensive Review.
Additionally, the planning team used scenario planning software (CommunityViz) to
explore the North Kohala CDP planning area and demonstrate the software's features.
Action Committee members and members of the public asked questions of the team and

engaged in discussion. Topics discussed included: zoning, subdividing, and protecting
agricultural land; utilizing the Public Access, Open Space and Natural Resources
Preservation Commission (PONC) for land preservation; public and private roadways;
prioritizing implementation; private and public water infrastructure; historical sites;
medical facilities; transfer of development rights; level of service; and connectivity.
