DATE: Wednesday, August 16, 2017 TIME: 2:00 pm PLACE: West Hawai'i Civic Center (WHCC) Liquor Control Conference Room, Building B, Second Floor 74-5044 Ane Keohokalole Highway Kailua-Kona, Hawai'i 96740 AGENDA CALL TO ORDER ROLL CALL ADDITIONS TO THE AGENDA: (Approval of Addendum and/or Supplemental Agenda (requires six votes, and must comply with Hawaii Revised Statutes § 92-7(d)) PUBLIC COMMENT ON AGENDA ITEMS: Members of the public are invited to speak to any items on the agenda. To be recognized, please fill out a yellow request form and submit it to Planning Department Staff or the Action Committee Chairperson prior to the Public Comment portion of the meeting. Comment shall be limited to three (3) minutes in length per agenda item, subject to the discretion of the Chair of the CDP Action Committee. ANNOUNCEMENTS APPROVAL OF THE MINUTES: The Action Committee will consider the draft minutes of the June 21, 2017 meeting and the July 19, 2017 meeting. www.cohplanningdept.com Hawaii County is an Equal Opportunity Provider and Employer planning@hawaiicounty.gov BUSINESS 1. Planning Department staff will demonstrate Geographic Information System (GIS) data layers pertinent to Open Space Network planning. Presentation will include new FEMA flood map data. Action Committee members may discuss applicability of this data for Open Space Network planning and make recommendations and requests to the Planning Department regarding such planning. 2. Presentation by Lele Kimball regarding GIS layers. Ms. Kimball will further discuss the use of GIS layers for open space network planning based upon her graduate research in Urban and Community Forestry at Virginia Tech University. Her presentation will focus upon integrating geospatial decision support technologies for planners and policy makers to inform the design of functional and sustainable open space networks. 3. Open Space, Open Space Network Objectives, Formation of Investigatory Subcommittee. The Action Committee will review CDP Objectives, priorities and proposed actions relating to Open Space and an Open Space Network; consider setting short term Action Committee Objectives and/or establishing a new investigatory subcommittee to address these objectives and any closely related issues as deemed appropriate by the Action Committee. 4. CIP Budget Overview and Action Committee Recommendation Strategy Discussion. (Communication No. 2017-1) The Action Committee will discuss and plan for making recommendations for the County's Capital Improvement Program/Budget for the next (2018/2019) fiscal year and may include formation of a CIP Budget Subcommittee. 5. Social Media Outreach Feasibility Report. The Planning Department staff will provide the Action Committee members a report on the various implications and restrictions relating to the use of social media as a method to increase community awareness and engagement with the Action Committee. REPORTS and OTHER PRESENTATIONS: 6. Planning Department staff will review and discuss the Kona CDP Action Committee's Operating Guidelines and the Group Agreement as they impact the efficiency of Action Committee meetings. 7. Subcommittee reports. Action Committee members may propose discussion items contained in such reports for placement on the next meeting agenda. ANNOUNCEMENTS 8. According to the Operating Guidelines of the Kona Community Development Plan Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and whether the testimony is her/his behalf or as a representative of an organization or individual. The Committee would appreciate timely submittal to the Planning Department at least one week prior to the hearing date to allow for mailing and thorough Committee review. Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at (808) 961-8288 as soon as possible, but no later than five working days prior to the meeting date, to arrange for accommodations. "Other reasonable modification" refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of becoming a lobbyist. (Article 15, Section 2-91.3(b), Hawai'i County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials." (Article 15, Section 2-91.3(a)(6), Hawai'i County Code).
