Dear Mayor Cobangbang,
Aloha from the County of Hawai'i As you already know, the County Council passed
Resolution 228-17, approving the establishment of a sister -city relationship between the
Municipality of Cabugao, Province of Ilocos Sur and the County of Hawai'i, on July 7,
2017
To comply with sister city requirements as outlined in Chapter 2, Article 31, Section
2-165 of the Hawai'i County Code, I would like to invite you and your fellow
Cabugaoenos to visit our island community for the formal signing of our Agreement of
mutual understanding
I strongly urge you to visit Hawai'i County during the month of October to coincide with
the celebration of Filipino American Heritage Month at the University of Hawai'i at Hilo
This month-long event recognizes the invaluable contributions of our Filipino brothers
and sisters to Hawai'i's rich history, especially the Sakadas, who paved the way for
many of our Filipino Americans today This year, the organizers have included its first
International Conference on Multidisciplinary Filipino Studies (October 27th — 29th) as
part of the events Hawai'i County would be honored with your presence as well as the
rest of your delegation during our annual community celebration
