Hawaii 96720 Phone(808)961-8288 Fax (808) 961-8742 NORTH KOHALA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE NOTICE IS HEREBY GIVEN of the following matters to be considered by the North Kohala Action Committee in accordance with the provisions of Section 92-7, Hawaii Revised Statutes. DATE: Monday, September 11, 2017 TIME: 5:00 pm PLACE: Kohala Judiciary Building, 54-3900 Akoni Pule Highway, Kapa'au, HI 96755 AGENDA CALL TO ORDER ROLL CALL ADDITIONS TO THE AGENDA: (Approval of Addendum and/or Supplemental Agenda (requires six votes, and must comply with Hawai'i Revised Statutes § 92-7(d)) ANNOUNCEMENTS PUBLIC COMMENT ON AGENDA ITEMS: Members of the public are invited to speak to any items on the agenda. To be recognized, please fill out a yellow request form and submit it to Planning Department Staff or the Action Committee Chairperson prior to the Public Comment portion of the meeting. Comments should be limited to three (3) minutes in length per agenda item, subject to the discretion of the Chair of the CDP Action Committee. APPROVAL OF THE MINUTES: The Action Committee will consider the draft minutes of the May 8, 2017 meeting. Integrated Ag Water System Scoping Presentation: Guest speakers Senator Lorraine Inouye, John Richards of Waimea Waters Service, and Carty Chang from DLNR will present a scoping presentation on the potential for an Integrated Agricultural Water System. 2. Discussion of County Capital Improvement Program: Overview of existing CIP list and opportunity for Action Committee to make recommendations on prioritization or additional recommendations for North Kohala projects. 3. Discussion of CDP Subcommittees & Sunshine Law This item will also include an overview of how the Sunshine Law affects subcommittee operations and recommendations for possible restructuring of subcommittees moving forward. 4. Report on the General Plan Comprehensive Review: As part of the General Plan Comprehensive Review, staff members of the Long Range Planning Division will provide an overview of the design strategy and outline of the General Plan. In addition, CDP specific examples will be presented to illustrate implementation options. The Action Committee will have an opportunity for questions, discussion, and recommendations to the Planning Director. AGENDA FOR NEXT MEETING: The next meeting for the Action Committee will be a Special Meeting with a General Plan presentation on October 9th, 2017. The next regular Action Committee meeting will be held on November 13, 2017. NOTICE: The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard on the above items. According to the Operating Guidelines of the Community Development Plan Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and whether the testimony is her/his behalf or as a representative of an organization or individual. Written testimony shall be submitted with an original and nine copies prior to testifying. A lobbyist means, "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials."
