To be recognized, please fill out a yellow request form and submit it to Planning Department Staff or the Action Committee Chairperson prior to the Public Comment portion of the meeting. Comments should be limited to three (3) minutes in length per agenda item, subject to the discretion of the Chair of the CDP Action Committee. APPROVAL OF THE MINUTES: The Action Committee will consider the draft minutes of the July 11, 2017 meeting. BUSINESS: 1. Report on the General Plan Comprehensive Review: As part of the General Plan Comprehensive Review staff members of the Long Range Planning Division will provide an overview of the design strategy and outline of the General Plan. In addition, CDP specific examples will be presented to illustrate implementation options. Communication No. 2017-14: AC-DPR Administrative Rules for Farmer's Market Operations at County Parks and Facilities: The Action Committee will discuss and consider transmitting a draft letter to the Department of Parks and Recreation in response to their letter (Communication No. 2017-10.1) re: Permitting Farmer's Market Operations at County Parks and Facilities. REPORTS and OTHER PRESENTATIONS: 3. Update from the Connectivity and Emergency Response Subcommittee (CERS) (Patti Pinto - Chair): The purpose of the CERS is to follow the vision and the mission of the PCDP in implementing connectivity actions related to the overall theme of health and safety. Members of the subcommittee will inform the AC on their recent activities, which are reflected in the following communications: Communication Nos. 2017-11; 2017-11.1, and 2017-13: CERS discussion on continued connectivity work in upper Puna, the Mayor's Puna Connectivity Committee that is being formed, and objectives for CERS moving forward. 4. Communication No. 2017-12: Budget Subcommittee 2018-2019FY: The Budget Subcommittee compiled a list of current Capital Improvement Program (CIP) items in the Puna CDP planning area. No new CIP requests will be submitted for the 2018-2019FY. AGENDA FOR NEXT MEETING: Agenda item suggestions from the Action Committee and Planning Staff for the October 10, 2017 meeting. NOTICE: The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard on the above items. According to the Operating Guidelines of the Community Development Plan Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and whether the testimony is her/his behalf or as a representative of an organization or individual. Written testimony shall be submitted with an original and nine copies prior to testifying. The Committee would appreciate timely submittal to the Planning Department at least one week prior to the meeting date to allow for mailing and thorough Committee review. Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at (808) 961-8288 as soon as possible, but no later than five working days prior to the meeting date, to arrange for accommodations.
