MINUTES
AUGUST 3, 2017
The Windward Planning Commission met in regular session at 9:00 a.m. in the County of
Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Vice -
Chairman Joseph Clarkson presiding.
COMMISSIONERS PRESENT: Joseph Clarkson, Donn Dela Cruz, Donald Ikeda, Myles
Miyasato, and Thomas Raffipiy.
ABSENT & EXCUSED: Gregory Henkel.
ALSO PRESENT: Michael Yee (Planning Director), Amy Self (Deputy Corporation Counsel
for the Planning Director, from 9:30 a.m.), Malia Ho Hall (Deputy Corporation Counsel for the
Windward Planning Commission), Maija Jackson (Planner), Shancy Watanabe (Planner), Kim
Tanaka (Secretary), and Sarah Hata-Finley (Commission Secretary).
A quorum was present. Vice -Chairman Clarkson introduced Windward Planning
Commissioners and staff to members of the public and went over the procedures for public
testimony.
STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the
agenda.
1. APPLICANT: RODNEY TANAKA (FORMERLY CYNTHIA KUULEI
THOMAS) (REZ 07-000065)
Request for an additional 5 -year extension of time to comply with Condition C
(Complete Construction) of Ordinance No. 07-136, which rezoned approximately 22,500
square feet of land from the Single -Family Residential — 10,000 square feet (RS -10)
district to the Industrial -Commercial Mixed Use — 20,000 square feet (MCX-20) district.
The property is located on the northwest corner of the Lanikdula Street and Hinano Street
intersection, Waiakea House Lots It Series, Waiakea, South Hilo, Hawaii, TMK: 2-2-
036:090.
The Commission took this item up at 9:02 a.m. with 5 people from the public in attendance.

2. APPLICANT: CELESTIAL SANCTUM 501(C)(3) (SPP 17-000192)
Application for a Special Permit to allow the establishment and operation of a lodge and
retreat center for up to twenty-one (21) guests on a 3.926 -acre portion of a larger 25 -acre
parcel of land in the State Land Use Agricultural District. The property is located at
18-4271 Luna Ikena Road approximately one (1) mile northwest of its intersection with
Volcano Highway, Ola`a, Puna, Hawaii, TMK: 1-8-010:105.
At 9:13 a.m., Vice -Chairman Clarkson announced that this item was continued until further
notice.
Vice -Chairman Clarkson called a recess at 9:13 a.m., and the meeting was reconvened at 9:30
a.m.
3. APPLICANT: VERIZON WIRELESS (USE 17-000067)
Continued hearing for an application for a Use Permit to allow the construction of a new,
non -manned telecommunication facility, consisting of a 167 -foot tall steel monopole
tower and related facilities within a 900 -square foot portion of a 1 -acre parcel of land
situated in the County's Agricultural 1 -acre (A-1 a) zoning district. Initial hearing was
continued to allow parties to participate in mediation. The property is located northeast
of the `Ohi`a Avenue - Alapua Street intersection, in the Eden Roc Estates Subdivision,
Kea`au, Puna, Hawaii, TMK: 1-1-082:031.
The Commission took this item up at 9:30 a.m. with 7 people from the public in attendance.

MINUTES — The Commission took this item up at 9:47 a.m.
Approval of Minutes of the July 6, 2017 Meeting — It was moved by Commissioner Miyasato,
and seconded by Commissioner Raffipiy, that the Minutes of July 6, 2017, be approved as
circulated. Motion was unanimously carried by a voice vote of all Commissioners in attendance.
ADMINISTRATIVE MATTERS/ANNOUNCEMENTS
At 9:47 a.m., Ms. Jackson stated that the State of Hawaii, Office of Planning will provide
Coastal Zone Management (CZM) and Special Management Area (SMA) training to the
Commission at its next meeting [September 7, 2017].

ADJOURNMENT — There being no further business, it was moved by Commissioner Ikeda and
seconded by Commissioner Miyasato that the meeting be adjourned. Motion was unanimously
carried by a voice vote of all Commissioners in attendance. Vice -Chairman Clarkson adjourned
the meeting at 9:48 a.m.
