DATE: Wednesday, September 20, 2017 TIME: 2:00 pm PLACE: West Hawai'i Civic Center (WHCC) Planning Department Conference Room, Building E 74-5044 Ane Keohokalole Highway Kailua-Kona, Hawai'i 96740 AGENDA CALL TO ORDER ROLL CALL ADDITIONS TO THE AGENDA: (Approval of Addendum and/or Supplemental Agenda (requires six votes, and must comply with Hawaii Revised Statutes § 92-7(d)) PUBLIC COMMENT ON AGENDA ITEMS: Members of the public are invited to speak to any items on the agenda. To be recognized, please fill out a yellow request form and submit it to Planning Department Staff or the Action Committee Chairperson prior to the Public Comment portion of the meeting. Comment shall be limited to three (3) minutes in length per agenda item, subject to the discretion of the Chair of the CDP Action Committee. ANNOUNCEMENTS APPROVAL OF THE MINUTES: The Action Committee will consider the draft minutes of the August 16, 2017 meeting. www.cohplanningdept.com Hawaii County is an Equal Opportunity Provider and Employer planning@hawaiicounty.gov BUSINESS General Plan Comprehensive Review: As part of the General Plan Comprehensive Review, staff members of the Long Range Planning Division will provide an overview of the design strategy and outline of the General Plan. In addition, CDP specific examples will be presented to illustrate implementation options. The Action Committee will have an opportunity for questions, discussion, and recommendations to the Planning Director. 2. Communication No. 2017-02 CIP Recommendation Letter: Pursuant to a motion passed at its August 16, 2017 meeting, the Action Committee will consider a letter drafted by Chair DeFranco stating the Action Committee's CIP funding priorities/recommendations for the upcoming 2018-2019 fiscal year. REPORTS and OTHER PRESENTATIONS: 3. Subcommittee reports. Following any subcommittee reports, Action Committee members may propose discussion items contained in such reports for placement on the next meeting agenda. ANNOUNCEMENTS 4. The next scheduled meeting will be on Wednesday, October 18, 2017, at the Department of Liquor Control Conference Room, WHCC, and will include another General Plan review and update. 5. NOTICE: The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard on the above items. According to the Operating Guidelines of the Community Development Plan Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and whether the testimony is her/his behalf or as a representative of an organization or individual. Written testimony shall be submitted with an original and nine copies prior to testifying. The Committee would appreciate timely submittal to the Planning Department at least one week prior to the meeting date to allow for mailing and thorough Committee review. Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at (808) 961-8288 as soon as possible, but no later than five working days prior to the meeting date, to arrange for accommodations. "Other reasonable modification" refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of becoming a lobbyist. (Article 15, Section 2-91.3(b), Hawai'i County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials." (Article 15, Section 2- 91.3(a)(6), Hawai'i County Code).
