Communication no. 2017-02
South Kohala CDP -AC
Liaison Report
July 12, 2017
I attended the following meetings to make aware to those present that the County was working on
the Comprehensive General Plan and that the communities in South Kohala could help us work on
this endeavor.
-The Waimea Community Association met on July 6. The guest speaker was Lt. Col. Christopher
Marquez of Pohakuloa Military Training Camp. Although the camp is located on Mauna Kea, one of the
accesses is through Kawaihae Harbor, Kawaihae Road and Queen Ka'ahumanu Highway, and by
helicopter or Cargo planes flying past. I am disappointed to report that there have been no community
outreach meetings; but I learned that the Lt. Col. is focused on the training on Pohakuloa.
I am satisfied to report that the Army transport no longer travels through the ancient and historical
fishing ko'a (fish spawning area for (Opelu). I am satisfied that the military liaison (Eric Hamilton)
does notify those interested of troop movement from the harbor to Pohakuloa; so as to allow residents
to re -schedule timing to be on the roadways. There have been no more fly overs (400 ft.) above our
homes. Regulation is 1500 ft above sea level.
-On Saturday, July 8t", I attended the Tutu House presentation of Hawaiian healing by Kumu
Dombrigues. The Hui Malama program sponsored this event to share the knowledge of ancient herbs
used for some healing using (Hawaiian weeds -that's what I saw, but that method still works today like
I remember). There will be other meetings every Saturday in July at 9AM, public invited by reserving a
Seat. Call Hui Malama Na O Oiwi or Tutu House.
-1 missed the meeting with Hawaiian Home Lands on the subject of their Water Plan and the impacts for
the homesteads in Pu'ukapu, Pu'u Opelu, Pauahi, Lalamilo and Kawaihae. However, I did call ahead to
make mention that Hawaiian Homes should be aware of the efforts of the General Plan update.
-On 7/11, 1 attended the South Kohala Traffic Safety Council. There was a discussion on a permit for
change of zoning for RT's Service in Waimea. Previously, this permit was questioned because of
concerns made the neighbors in subdivision. It may be worthwhile for this new board of members to
learn the benefits and impacts of changing of zoning; in this case, changing ag land zoning for
commercial and mix use zoning before making a determination.
-On July 12, the Cultural Resource Council met. There were no items that affected the South Kohala
Community. However, I did make mention about the General Plan update and requested that this
Council make some suggestions to the South Kohala CDPAC for this group to consider.
Submitted by
Jojo Tanimoto
