HomeMy WebLinkAboutCommunication Number 2017-03 Waikoloa Liaison Report - JulyCommunication no. 2017-03 Waikoloa Community Leadership Council Dedicated to action and implementation of the South Kohala Community Development Tian ,duly 17, 2017 Honorable Harry Kim Mayor, County of Hawaii 25 Aupuni Street Hilo, Hawaii 96720 Aloha Mayor Kim: On behalf of the Waikoloa Community Leadership Council (WCLC), we wish to draw your attention to our "Waikoloa Emergency Road". We are respectfully requesting your assistance and leadership, to invite representatives from your Office, Hawaii County Fire, Police, Civil Defense, and Public Works, along with our Councilman Tim Richards, to conduct a much needed site survey and inspection of "Waikoloa Emergency Road", from Hulu Street down to Queen Ka'ahumanu Highway. Over a decade has passed since construction, and WCLC members did a site inspection and test drove it in May, 2017. We decided unanimously, a thorough inspection, by County Officials, of "Waikoloa Emergency Road" is paramount and prudent to ascertain the integrity, suitability and worthiness, or lack thereof, for this egress artery. This road is vital to our community in the event evacuation is imminent in the Village. Be mindful this "Emergency Road" must be passable for school and SPED buses. At the conclusion of this inspection we hope that remedies, repairs, suggestions, observations and continued maintenance, as well as dates for completion of the same, will be shared, in writing, for WCLC members. We must have 100% confidence that "Waikoloa Emergency Road" is safe and reliable for an orderly egress strategy to confidently evacuate our residents. Waikoloa Village currently has 3500 homes, with an estimated 8500 - 9000 residents. Our school currently enrolls 800 children and is designated as a Hurricane Evacuation Shelter. NOAA's "Drought Condition Statement" lists Leeward Hawaii County as "Severe Drought, D2 category", and expects it to persist. We must remain vigilant and proactive, in light of the recent Puukapu/Waimea wildfire and with the Hurricane Season upon us. WCLC welcome and eagerly await your anticipated reply and assistance regarding this important request and are happy to meet with the officials performing the survey.
