SOUTH KOHALA CDPAC
LIAISON REPORT

1) After the meeting, I met with some residents of White Road. They say they were living on White
Road (Waipio side and Mauna Kea side) when there was only (4) homes on that street.
a) They notice the traffic on Mamalahoa Highway has gotten worse in terms of number of vehicles and
trucks using the highway -all day.
b) They had requested the Public Works Department install street lights so cars wouldn't block their
driveway and the street. (There was an article in the paper where trespassers on the trails were
cited by State Enforcement. These people park in the subdivision). I request the South Kohala
CDPAC support this request.
2) 1 write this report because there was a Redistricting (November 2011) of the community boundary
lines; but want clarification if the CDP boundaries get moved as well. 1) This would mean White
Road is part of Hamakua CDP, not South Kohala and this complaint should be logged in which
district.
3) 1 write this report because South Kohala CDPAC made a request for a traffic circulation Study for
Mamalahoa Highway in the area of White Road; and in front of Long's Drugs. Both requests have
not yet been realized. Both areas are experiencing heavy traffic and the impacts should be entered
in the General Plan.
4) White Road is next to Permittee RT's Service LLC. seeking approval from the Leeward Planning
Committee for: 1) The Special Permit on a permanent basis; 2) Increase Storage area; 3) Increase 20
vehicles to 130 vehicles; 4) 24 hours/7 days a week.
This Permittee, in my opinion, does a needed service in the South Kohala community; but is located on
Important Ag Lands (IAL) with an Ag zone. There is no other Industrial lands available in Waimea. This
company received a Special Permit in 2004 -on a temporary basis; which is currently expired. I attended
the Leeward Planning Commission and represented myself. This Permittee should not be there.
I ask that the South Kohala CDPAC also send a letter to the Planning Director objecting to the Special
Permit on the basis of Policy No. , Strategy .
NORTH KOHALA WATER STUDY

I attended the community workshop held on August 16 in North Kohala. Senator Lorraine Inouye was
successful in acquiring $1M for North Kohala-to research the inventory of water sources, distribution
currently being accessed and in the future, and the potential of accessing at least 81 MGD currently
available. The hope is to encourage agriculture in the numbers of the plantation days.
I attended this meeting in hopes that Kawaihae and Waimea would be included in this report. Some of
the Kawaihae Homestead currently access a north Kohala private water system. Waimea currently
receives north Kohala irrigation water through the Department of Agriculture.
I would ask South Kohala CDPAC encourage this water study to include South Kohala. Historically,
Kohala is Kohala and all the natural resources sustain the whole mokupuni.
