SUBJECT: Community Development Plan Action Committees
The County of Hawai'i is seeking qualified applicants for Community Development Plan
Action Committees, including North Kohala, South Kohala, Kona, Puna, and Ka'u.
Applications are available on the Mayor's website https //hawaiinnllnty wiifnn c.nm/fnrmsl

What is an Action Committee?
Action Committees consist of nine volunteer residents from the CDP planning area who
serve as stewards of the community's plan through facilitating implementation and
recommending updates as needed. Committee members are appointed by the Mayor
and confirmed by the Hawai'i County Council.
The Action Committee should reflect a wide variety of perspectives and represent a
broad spectrum of the community. Volunteers should be community minded.
Members of the Action Committee will be asked to:
• Guide and advocate implementation of the Community Development Plan
• Support & encourage partners to accomplish actions established in the plan
• Identify and encourage new potential partners for implementation
• Broaden community awareness and build partnerships
• Consider long-term and sustainable plans for local and island -wide application
• Provide timely recommendations to the County relating to the budget
• Receive briefings from the Planning Department on issues related to the CDP
• Receive briefings from county agencies on priority actions identified in the CDP

• Monitor progress and effectiveness, including the need for plan revisions
• Review and make recommendations on plan amendments
• Provide recommendations to the General Plan
The County requires that Action Committee Members:
■ Reside in the CDP planning area; this must be your primary residence
• Be willing to commit to a term of up to four years
• Be willing to attend monthly Action Committee meetings
• Invest approximately 6-8 hours of work each month and in-between meetings
(e.g., prepare comments and recommendations on draft proposals and
amendments prior to these meetings, and speak to community groups and
individuals)
• Attend training workshops about planning and related topics
■ Help organize and attend public meetings, workshops, etc.
• Agree to follow meeting ground rules and operating principles
• Agree to committee Duties and Responsibilities as established by the County

Action Committees consist of nine volunteer residents from the CDP planning area who serve as

Council. The Action Committee should reflect a wide variety of perspectives and represent a broad

Desired Attributes:
1. Broad representation of the community. Each Action Committee should represent, as broadly as
possible, the diverse perspectives, geography, culture, etc. of the CDP planning area.
2. Community -minded attitude. Action Committee Members should possess the following values: A deep
passion and love for their community; a commitment to ensure implementation of the CDP; the
importance of citizen responsibility and participation in both the community planning and
implementation phases; work for the greater good of the community.
3. Effective collaborator. Action Committee Members should demonstrate ability to effectively
collaborate with Action Committee Members to achieve group objectives. Members should also be
effective at building partnerships with community members, agencies, and other organizations.
4. Knowledge/Skills. Possess knowledge or skills that will contribute to effective implementation of the
CDP.
Minimum Requirements:
1. Residency. Principal residence is in the CDP planning area.
2. Duration of Commitment. Willing and able to commit to a term of up to four years.
3. Time Commitment. CDP Action Committee meetings are held either every other month or monthly.
Members must be willing and able to attend monthly Action Committee meetings, invest a minimum of
6-8 hours of work each month in-between meetings (e.g., reviewing documents, committee
communications, and other information, preparing comments and recommendations on draft
proposals and amendments prior to meetings, liaising with community groups and individuals,
participating in subcommittees as needed).
4. Learning Commitment. Willing and able to attend training workshops about planning and related
issues, and participate in trainings as needed.
5. Action Commitment. Willing and able to help organize and attend public meetings, workshops, etc.
6. Collaboration Commitment. Agree to follow meeting ground rules and operating principles of the
Action Committee and Planning Department.
Varying Perspectives: Action Committee Members should represent varying perspectives of the
communities they represent. Including but not limited to:
1. Agriculture
2. Alternative Energy
3. Arts/Cultural
4. Business/Local Economy
5. Education
6. Environment/Natural Resource Preservation
7. Historic/Cultural preservation

8. Health/Human Services
9. Landowners/Private Subdivision Associations
10. Marine/Coastal Activities
11. Non-government Service Providers/Civic Groups
12. Public Access/Trails
13. Sports/Recreation
14. Transportation

Varying lengths of residence: Action Committee Members should represent varying years of residency to
provide broad perspectives.
1. Less than 5 years
2. 6 to 10 years
3. More than 10 years (but less than life)
4. Life
Attitude: Action Committee Members should exhibit the following attitudes.
1. Willing to be a part of a new and evolving community implementation process with a flexible and
receptive mindset.
2. Willing to engage individual network of family, associates and organizations in order to broaden
community input.
3. Interested in learning about the planning process and principles (attend training sessions, study provided
informational materials, etc.).
4. "Can do" attitude with optimism moderated by realism.
5. Open-minded when considering the strengths and weaknesses of "old" and "new" approaches and
strategies.
6. Process and task oriented — how you arrive at your outcomes are equally important to the outcomes
desired.
7. Willing and able to work with and collaborate with people who may have different points of view.
8. Respect and appreciation for other cultures and perspectives besides their own.
9. Willing to work with a variety of government and non-government entities through collaboration and
partnership building.
10. Appreciates and understands the diverse priorities within communities.
11. Values the greater good of the community more than one's own agenda.
Knowledge: Action Committee members should have a basic understanding of the following:
1. Understanding of the geographic and historical context of the CDP area.
2. Familiarity with a broad range of individuals and/or groups within the community.
3. Cultural understanding of Hawai'i's mufti -ethnic society.
4. Experience, knowledge, or skillset applicable to implementing CDP goals and objectives.
5. General understanding of the land use and/or planning process.
6. Understanding of County government structure, areas of responsibility and relationship to State and
Federal government
Skills and Experience: Action Committee Members should possess the following:
1. Ability to work collaboratively as a team player on complex and controversial issues.
2. Ability to follow through with assignments/tasks.
3. Experience in community visioning and/or long range planning.
4. Experience in community outreach and the use of multiple outreach strategies and tools.
5. Ability to listen effectively so as to achieve greater understanding.
6. Training and/or experience as a group facilitator.
7. Problem solving skills.
8. Professional or personal training or experience that might be useful in community planning activities
(artistic, grant writing, financial planning, engineering, resource management, project
organization/management, etc.).
