REGULAR SESSION MINUTES

CALL TO ORDER
Chair Becker called the meeting to order at 9:00 a.m.

A quorum was present.

APPROVAL OF AGENDA
Vice Chair Susman motioned to approve the agenda. Commissioner St. Ambrogio
seconded, and it carried unanimously.
STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS (None.)
APPROVAL OF MINUTES OF JULY 10, 2017
• Regular Session Minutes: Commissioner St. Ambrogio motioned to approve the
minutes. Vice Chair Susman seconded, and it carried unanimously.
• Executive Session Minutes: Vice Chair Susman motioned to approve the minutes.
Commission De Luz seconded. Discussion: A short discussion was held to clarify
what was said at the meeting. An amendment was made for clarity. The motion
carried unanimously.
FIRE CHIEF'S REPORT
Chief Rosario highlighted items on his written report:
• Budget and Finance
➢ FY 2016/17: The final balance of 2.87% was returned to the General Fund.

➢ FY 2017/18: Two weeks of payroll was pushed into July's budget due to the
payroll lag.
• Alternative Funding and Grants
➢ 2016 CDBG: The Pahala Wildland Pumper Apparatus Project is expected to
be completed in October 2017.
➢ 2015 AFG Grant: They received 211 self-contained breathing apparatus
inventory. Additional equipment was ordered, and implementation deadline is
October 2017
Human Resources Division:
➢ Internal Recruitment: The Battalion Chief Assessment Center is scheduled for
August 30. Commissioners may sit in to observe.
➢ Open Recruitment: Fire Radio Dispatcher I interviews and Assessment Center
will be done July 24-28. Targeted hire date is September 1.
➢ Labor Relations: Investigations are being conducted on incidents of violence it
the workplace and employee conduct. Fire Fighters Association Supplemental
and Memorandum Agreements will be effective July 1, 2017.
Emergency Operations Division
➢ Operations: There were numerous incidents in East and West Hawaii as
noted in the report. They had a large fire in Waimea, and are looking at
improving response to that isolated area on Hawaiian Homes land. The State
doesn't have to follow County codes.
Special Operations
➢ Hazmat: Four HFD personnel will attend a Hazmat Continuing Challenge in
Sacramento, California, which is being funded by LEPC.
➢ Rescue: They continue working on updates to the SOG. A gifting ceremony
has held at the Kailua station with Frank and Laura Sayre for $25,000 funding
by the Karakin Foundation.
➢ Ocean Safety: They completed 16 sessions of their summer Jr. Lifeguard
Program. Twenty-four competitors were sent to Honolulu for the State Jr.
Lifeguard Championships.
Support Services Division
➢ Training: Recruits completed their final exams for the classroom portion in
July. They will be hosting a National Fire Academy Course titled, "Wildland
Urban Interface Firefighting for Structural Company Officer."
➢ Volunteer Training: Volunteer Commander Bertsch reported that their next
Captain's meeting will be in Discovery Harbor. They will continue with their
Executive Leadership Program. AC Honda offered to do driver's training, but
they are still trying to pin down dates and volunteers.
➢ EMS Bureau: The Hawaii Tribune Herald ran a front page story on their
HFD's Pilot Community Paramedic Program. The program has gained

momentum and support from multiple healthcare agencies across the
country.
➢ Prevention Bureau: Their Arson K9 Team assisted Honolulu Fire Department
with the Marco Polo fire.
➢ Auxiliary Services: BC Todd continues working on their website. Their SDS
data sheet binder project should be completed in August. Their email
conversion project should be completed in August. North Kohala's reflooring
has been completed.
New Projects/Business: The Central Fire Station Renovation Project is still on hold
by DPW. They continue to work on the Hawaii Fire Chief's Association Conference
which they will host in November. They received the GETS (Government
Emergency Telecommunications Service) cards. The Mayor has not yet given his
approval for the WPS phone which has a cost only when it is used. Chair Becker
pointed out that the cost is minimal.
UNFINISHED BUSINESS
Review draft of changes to the commission's rules and regulations: Ms. Yeh
recommended that any recommendation for removal of a commissioner go to the
Mayor. Commissioner Payesko will work on finalizing the rules.
ANNOUNCEMENTS
Chair Becker announced that the next meeting is scheduled for September 20, 2017,
9:00 a.m., Aupuni Center Conference Rm., 101 Pauahi St., Hilo, Hawaii.
ADJOURNMENT
The meeting was adjourned at 12:15 p.m.
