KONA COMMUNITY DEVELOPMENT PLAN (CDP) ACTION COMMITTEE
COUNTY OF HAWAI'I
NOTICE IS HEREBY GIVEN of a meeting to be held by the Kona Community Development
Plan Action Committee of the County of Hawaii in accordance with the provision of Section
92-7, Hawaii Revised Statutes.

KONA CDP MEMBER AND STAFF INTRODUCTION
STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON AGENDA
NEW BUSINESS
Discussion with Department of Public Works (DPW) Director Frank DeMarco regarding
the Draft Flood Insurance Rate Maps (DFIRMs) pertaining to the Kona Region as to two
major concerns of the Action Committee: apparent delineation of floodways where some
members believe they do not exist, and areas where floodways are known but are not
included or shown on the draft maps.

2. Discussion with Director DeMarco, time permitting: Identification by Action Committee
members of other existing or potential DPW projects which the Action Committee or its
members may wish (at a later date) to research, encourage, or assist with in its roles as a
community advocate and liaison. Discussion is intended to obtain informal guidance as to
only general scope and focus of DPW projects of interest to the Committee, to the extent
this information may be available. Discussion may include comments on current status of
DPW projects, at the discretion of the Director.
3. Presentation by and discussion with Planning Director Michael Yee regarding CDP
implementation. The presentation may address some or all of the following topics:
implementation methods, strategies, issues and priorities, relationship to the
County's General Plan, and the roles of Action Committees and Planning Department.
4. Discussion regarding the omission of any specific provision for industrial uses within the
Kona CDP's "Kona Urban Area" which extends from the south end of the Keauhou
resort area to the Daniel K. Inouye Kona International Airport and the "Palamanui"
development site adjoining the new West Hawaii University Center campus above the
airport. Discussion to address Member concerns that the Kona CDP should address,
accommodate and provide guidance for properly defined, necessary and controlled
industrial activity within the Kona-Kohala regions. Discussion may include
recommendations for future amendment of the Kona CDP to specifically accommodate
such uses.
5. Synoptic review of the Mayor's "Proposed Capital Budget and Six -Year Capital
Improvement Program FY 2017-2018" dated March 1, 2017, with respect to
recommendations of the Kona CDP Action Committee.
6. Review of the County's annual CIP recommendation to CIP Budget adoption process.
This will identify the steps in preparing the County's annual Capital Improvement
Program (CIP) and fiscal year Capital Improvement Budget (Budget) from the
perspective of a CDP Action Committee: from an AC's submittal of annual CIP
recommendations to the Planning Director, Director's integration with concurrent agency
recommendations, referral of Countywide recommendations to the Mayor, Mayor's
preparation of a draft Program and Budget and submittal to the County Council, and the
Council's deliberation process.
7. Committee Action Objectives for calendar years 2017-2018. Committee members to
consider, and adopt if desired, principal CDP implementation objectives which the
Committee will seek to achieve in the year ahead.
UNFINISHED BUSINESS
SUB -COMMITTEE REPORTS: Review of any sub -committee reports, including any
recommended motions and proposed discussion items contained in such reports for
placement on the next meeting agenda for Committee action.
2. STATUS OF ACTION COMMITTEE SUB -COMMITTEES: Dissolve or reaffirm
continuing, defined investigatory missions for all existing sub -committees.
ADMINISTRATIVE MATTERS
1. Minutes of the Meeting of January 18, 2017
Request from then -absent Committee Member Curtis J. Tyler, III for the Committee to
reconsider its approval of the Minutes of the Meeting of November 30, 2016, in order to address
suggested corrections and revisions for clarification purposes.

Notice: The purpose of the public hearings is to afford all interested persons a reasonable
opportunity to be heard on the above items. According to the Operating Guidelines of the Kona
Community Development Plan Action Committee, a person desiring to submit oral or written
testimony shall indicate her/his name and whether the testimony is on her/his behalf or as a
representative of an organization or individual. Written testimony shall be submitted with an
original and nine copies prior to testifying. The Committee would appreciate timely submittal to
the Planning Department at least one week prior to the hearing date to allow for mailing and
thorough Committee review.
If you are a lobbyist, you must register with the Hawaii County Clerk within five working days
(prior to meeting date) of becoming a lobbyist {Article 15, Section 2-91.3 (b), Hawaii County
Code}. A lobbyist means "any individual engaged for pay or other consideration who spend
more than five hours in any month or $275 in any six-month period for the purpose of attempting
to influence legislative or administrative action by communicating or urging others to
communicate with public officials." {Article 15, Section 2-91.3(a) (6), Hawaii County Code}.
Anyone who requires an auxiliary aid or service, other reasonable modification, or language
interpretation to access this meeting please contact the Planning Department at 961-8288 as soon
as possible, but no later than five (5) working days prior to the meeting date, to arrange for
accommodations. "Other reasonable modification" refers to communication methods or devices
for people with disabilities who are mentally and/or physically challenged
