NOTICE IS HEREBY GIVEN of a meeting to be held by the Kona Community Development
Plan Action Committee of the County of Hawaii in accordance with the provision of Section
92-7, Hawaii Revised Statutes.

KONA CDP MEMBER AND STAFF INTRODUCTION
STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON AGENDA
NEW BUSINESS
PONC Presentation: A presentation by one or more commissioners of the County's
Public Access, Open Space and Natural Resources Preservation Commission (PONC) to
provide information regarding PONC to the Kona CDP Action Committee. [PONC's
mission is to develop, and update at least annually, an initial island -wide prioritized list of
qualifying lands worthy of preservation for submittal to the mayor. The list shall include
the significance of each parcel or entitlement identified, the reason for its priority, and its
anticipated use after acquisition. The Commission is to explore methods of funding land
acquisition and make recommendations to the mayor. The commission shall give
emphasis to land acquisitions where the County's contribution can be leveraged to obtain
State, Federal, and/or private funds.]
2. CIP Projects Review — Appropriations and Funding Status: Spreadsheet
Review of current and proposed County CIP appropriations and existing allotments:
Review and discussion of the County's existing Capital Improvement Program (CIP)
appropriations, allotments, and encumbered funds vis-a-vis the Mayor's "Proposed
Capital Budget and Six -Year Capital Improvement Program FY 2017-2018" dated March
1, 2017. Review and discussion is principally with respect to project priorities of the
Kona CDP.
Action Committee Objectives for calendar years 2017-2018: Committee
members to consider, and adopt if desired, principal CDP implementation objectives
which the Committee will seek to achieve in the 12 — 18 months ahead. This could
include infrastructure projects, urban planning projects, recreational, cultural and other
types as identified in the Kona CDP as needing implementation.
UNFINISHED BUSINESS
1. Subcommittee Reports: Review of any sub -committee reports, including any
recommended motions and proposed discussion items contained in such reports for
placement on the next meeting agenda for Committee action.
2. Status of existing action committee sub -committees: Dissolve or reaffirm continuing,
defined investigatory missions for all existing sub -committees. Discussion may
incorporate actions taken on New Business item no. 3 (Action Committee Objectives).

Notice: The purpose of the public hearings is to afford all interested persons a reasonable
opportunity to be heard on the above items. According to the Operating Guidelines of the Kona
Community Development Plan Action Committee, a person desiring to submit oral or written
testimony shall indicate her/his name and whether the testimony is on her/his behalf or as a
representative of an organization or individual. Written testimony shall be submitted with an
original and nine copies prior to testifying. The Committee would appreciate timely submittal to
the Planning Department at least one week prior to the hearing date to allow for mailing and
thorough Committee review.
If you are a lobbyist, you must register with the Hawaii County Clerk within five working days
(prior to meeting date) of becoming a lobbyist {Article 15, Section 2-91.3 (b), Hawaii County
Code}. A lobbyist means "any individual engaged for pay or other consideration who spend
more than five hours in any month or $275 in any six-month period for the purpose of attempting
to influence legislative or administrative action by communicating or urging others to
communicate with public officials." {Article 15, Section 2-91.3(a) (6), Hawaii County Code}.
Anyone who requires an auxiliary aid or service, other reasonable modification, or language
interpretation to access this meeting please contact the Planning Department at 961-8288 as soon
as possible, but no later than five (5) working days prior to the meeting date, to arrange for
accommodations. "Other reasonable modification" refers to communication methods or devices
for people with disabilities who are mentally and/or physically challenged
