Re -appropriation and allotment of a modest level of funds for the previously proposed Kahului — Keauhou (Ali`i) Parkway, sufficient to re- evaluate preliminary design options, and the feasibility of its construction, by means of a funded public participation process that includes community stakeholders affected by the proposed roadway. This roadway was the subject of items 1 and 2 of the Action Committee's December 5, 2016 letter to the prior Planning Director. 2. "Lako Street Connector" between Alii Drive and Kuakini Highway. Re -appropriation and allotment of funds for the design and construction of the "Lako Street Connector" between Alii Drive and Kuakini Highway, with an appropriation amount sufficient to encompass its full design scope. In particular, this includes the substantial intersection improvements that may be necessary at its Kuakini Highway terminus as well as the Alii Drive terminus and also as may be necessary to accommodate a future intersection with the Kahului-Keauhou (Ali`i) Parkway. The Committee is concerned that the publicized offer of a private landowner to construct this vitally important roadway connector may be insufficient to provide the necessary intersection planning and improvements mentioned above. Michael Yee, Director Planning Department September 20, 2017 Page 2 3. Extension of Kealaka`a Street to Hinalani Street. Allotment of funds sufficient to complete the appropriated final design of the extension of Kealaka` a Street to Hinalani Street, as reasoned in the Action Committee's above -referenced December 5, 2016 letter. 4. Open Space Network Plan for the Kona CDP planning area. Allotment of funds for the contracting of a consultant to prepare an Open Space Network Plan for the Kona CDP planning area, as called for in the Kona CDP, pursuant to the existing $195,000 appropriation. The Kona CDP Action Committee stands ready to assist and advise the Planning Department in the desired objectives, scope and general content of such plan in its preparation for a Request for Proposal for preparation of the Open Space Network Plan. The above -listed projects are consistent with prior appropriation requests from this Action Committee in 2016 and most recently on May 3, 2017 by letter addressed to the Director of the Department of Public Works for two of the above -listed roadways. As previously stated in its December 5, 2016 letter to the prior Planning Director regarding CIP appropriation requests for the current fiscal year (2017-2018), the Action Committee also re- affirms its continuing support for completion of the various appropriated roadway construction projects currently in various design and contracting stages in North Kona as previously reported in 2016 by the Department of Public Works, including, among others, the construction of the Ane Keohokalole Highway Phase III.
