MINUTES
SEPTEMBER 7, 2017
The Windward Planning Commission met in regular session at 9:01 a.m. in the County of
Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman
Gregory Henkel presiding.
COMMISSIONERS PRESENT: Joseph Clarkson, Gregory Henkel, Myles Miyasato, and
Thomas Raffipiy.
ABSENT & EXCUSED: Donn Dela Cruz and Donald Ikeda.
ALSO PRESENT: Michael Yee (Planning Director), Malia Ho Hall (Deputy Corporation
Counsel for the Windward Planning Commission), Jeff Darrow (Planning Program Manager),
Maija Jackson (Planner), Christian Kay (Planner), Shancy Watanabe (Planner), and Sarah
Hata-Finley (Commission Secretary).
A quorum was present. Chairman Henkel introduced Windward Planning Commissioners and
staff to members of the public and went over the procedures for public testimony.
STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the
agenda.
1. APPLICANT: KAWILI DEVELOPMENT, LLC (FORMERLY I. KITIGAWA &
CO., LTD.) (REZ 1017)
Request for an extension of time to comply with Condition B (required water
commitment payment) and Condition C (Complete Construction) of Ordinance
No. 03 108, which reclassified approximately 22,500 square feet of land from a Single -
Family Residential -10,000 square feet (RS -10) zoning district to an Industrial -
Commercial Mixed Use -20,000 square feet (MCX-20) zoning district. The property is
located at the northeast corner of the East Kdwili Street and Hinano Street intersection,
Waiakea House Lots Extension, Waiakea, South Hilo, Hawaii, TMK: 2-2-050:014.
The Commission took this item up at 9:02 a.m. with 5 people from the public in attendance.

Approval of Minutes of the August 3, 2017 Meeting — It was moved by Commissioner Raffipiy,
and seconded by Commissioner Clarkson, that the Minutes of August 3, 2017, be approved as
circulated. Motion was unanimously carried by a voice vote of all Commissioners in attendance.
ADMINISTRATIVE MATTERS
CZM/SMA Presentation by the State of Hawaii, Office of Planning.
At 9:16 a.m., Justine Nihipali and Shichao Li of the Office of Planning conducted a presentation
for the Commission regarding Coastal Zone Management (CZM) and Special Management Area
(SMA) Permit.

The presentation ended at 10:13 a.m.
ANNOUNCEMENTS — There were no announcements.
ADJOURNMENT — There being no further business, it was moved by Commissioner Miyasato
and seconded by Commissioner Clarkson that the meeting be adjourned. Motion was
unanimously carried by a voice vote of all Commissioners in attendance. Chairman Henkel
adjourned the meeting at 10:14 a.m.
