December 7, 2016 (Old Courthouse 4:30pm)
Participants: Toni Withington, David Tarnas, Jack Hoyt, Aric Arakaki, Carter Collins, Beth
Robinson, Ted Matsuda, Joe Carvalho.
❖ Pololu Lookout
➢ Key residents attended an informal meeting on the future of Pololu.
❖ The group wanted evolving solutions
o Short term and long term
♦ Enforcement, signage, parking
♦ Toilets are needed -it is unsanitary conditions.
❖ They want the CDP action committee to clarify easements.
o Meet with all government agencies involved in the lookout area.
o The trail is State owned & Na Ala Hele is helping.
❖ The trail and parking area has a carrying capacity, which is limited to how many visitors
this area can hold safely.
❖ The next meeting will be with the public
o January 18, 2017; 5:00 at the old State courthouse.
➢ This idea came up at our access group meeting.
❖ A non —profit can manage the trail & could ask tour companies to collect a fee from the
visitors that they bring & donate it to the non-profit to help manage the trail for their
corporate write-off.
➢ We need an update from the county planning department is KP Holdings re -subdivision has
passed?
❖ If it was, was there a SMA or a minor SMA.

• ➢ The management group will be out thereon December 13, 2016.
❖ We should set up a site visit for some time in January.
❖ Hapu'u — Kapanaia
➢ PONC-Purchase negotiations needs the Mayor's signature to start negotiations.
❖ We will draft a letter to the action committee to address the Mayor for our support on the
PONC purchases.
o We will explain our support & cultural significance.

• ➢ We need an update from the planning department about the GOE.
•'• Ainakea
• ➢ NSTR (nothing substantial to report)

• ➢ We need update from the county Planning Department.

❖ They do conservation (re -planting) & soil mitigation.

➢ We will write a letter to the state land division in support of the trail.
o We may send the letter without going thru the action committee because this is for
information only.
o We could host a meeting with all the government agencies involved & the landowners to
discuss the trail.
❖ Lamalaloa - South of Lapakahi
➢ PONC will do a site visit this month along with 2 other parcels.

♦ ❖ Ala Kahakai (NPS) is renewing the ROE with the county.
o Ala Kahakai (NPS) is working on a management plan.

➢ Ala Kahakai (NPS) is having difficulty with terms of the conservation easement.

➢ The county planning department will write a letter to the homeowners association to realign the
trail to a safe place..

➢ Rails to Trails report should be out soon.
❖ Ala Kahakai will meet with Meridith Spieth on the report (it's author).
