WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />ACTIONS <br />NOVEMBER 2, 2017 <br />1. APPLICANT: CELESTIAL SANCTUM 501(C)3 (SPP 17-000192) <br />Request for a Special Permit to allow the development of a lodge and wellness retreat <br />center, including healing workshops, wellness classes, yoga classes, a certified kitchen, <br />and overnight accommodations for up to 21 guests on an approximately 3.926 -acre <br />portion of a larger 25 -acre parcel of land situated within the State Land Use Agricultural <br />District. The subject property is located at 18-4271 Luna Ikena Road, approximately 1.3 <br />miles west (mauka) of its intersection with Volcano Road (Highway 11), Por. of Ola`a, <br />Puna, Hawaii, TMK: 1-8-010: Por. 105. <br />Continued at the call of the Planning Department to re-agendize (to allow the <br />Applicant an opportunity to address the concerns of the community). <br />2. APPLICANTS: DONALD RANDAL AND ALISON JOY SIMPSON <br />(Amend SPP 13-000155) <br />Request to amend Special Permit No. 13-155 to convert a 4 -bedroom bed and breakfast <br />operation into an 8 -bedroom lodge consisting of a 5 -bedroom single-family dwelling with <br />3 detached bedrooms on an approximately 1.50 -acre portion of an 11.525 -acre property <br />within the State Land Use Agricultural District. Special Permit No. 13-155 was <br />originally approved to allow the establishment of a 4 -bedroom bed and breakfast <br />operation on approximately 1 acre of land. The property is located at 29-3825 Pueo`ihi <br />Road, Hakalau Homesteads, Hakalau, Hawaii, TMK: 2-9-002: Por. 032. <br />Approved with conditions. <br />3. INITIATOR: PLANNING DIRECTOR <br />An ordinance amending Chapter 23 (Subdivision Code), Hawaii County Code 1983 <br />(2016 Edition, as amended), Article 11, Section 23-118 relating to criteria to determine a <br />pre-existing lot. The purpose of this ordinance is to add a new criteria to determine a pre- <br />existing lot. <br />Favorable recommendation to the County Council. <br />Minutes of October 5, 2017 — Approved. <br />
