MINUTES
OCTOBER 5, 2017
The Windward Planning Commission met in regular session at 9:01 a.m. in the County of
Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman
Gregory Henkel presiding.
COMMISSIONERS PRESENT: Joseph Clarkson, Gregory Henkel, Myles Miyasato, and
Thomas Raffipiy.
ABSENT & EXCUSED: Donn Dela Cruz and Donald Ikeda.
ALSO PRESENT: Michael Yee (Planning Director), Malia Ho Hall (Deputy Corporation
Counsel for the Windward Planning Commission), Jeff Darrow (Planning Program Manager),
Maija Jackson (Planner), Christian Kay (Planner), Shancy Watanabe (Planner), and Sarah
Hata-Finley (Commission Secretary).
A quorum was present. Chairman Henkel introduced Windward Planning Commissioners and
staff to members of the public and went over the procedures for public testimony.
STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the
agenda.
1. APPLICANT: HAWAII JOHNS INC. (SPP 09-000082)
Request to amend Special Permit No. 09-82, which allowed the temporary storage of
portable toilets, parking for employee and business vehicles and office use on an
approximately 1.65 -acre portion of a 4.033 -acre property within the State Land Use
Agricultural District. The amendment request seeks delete Condition No. 2, which placed
a 5 -year life on the Special Permit. The property is located at the southwest corner of
Highway 19 and Ka16pa Lower Road intersection, Ka16pa Homesteads, Hamakua,
Hawaii, TMK: 4-4-003:Portion of 050.
The Commission took this item up at 9:02 a.m. with 4 people from the public in attendance.

2. APPLICANT: KA `UMEKE KA`EO PUBLIC CHARTER SCHOOL
(USE 17-000071)
Application for a Use Permit to allow the establishment of a Hawaiian language charter
elementary school (grades K-2) for 100 students, six (6) teachers and four (4) operations
and support staff in an existing facility situated on 1.2042 acres of land within the

Industrial -Commercial Mixed Use - 20,000 square foot (MCX-20) zoned district. The
property is located at 313 Kuawa Street, which is on the northeast corner of Kalanikoa
Street and Kuawa Street, Waiakea, Hilo, Hawaii, TMK: 2-2-032:024.
The Commission took this item up at 9:30 a.m. with 3 people from the public in attendance.

3. APPLICANT: NA WAI OLA PUBLIC CHARTER SCHOOL
(USE 17-000070/ SPP 17-000193)
Applications for a Use Permit and Special Permit to allow the expansion of an existing
public charter school on 3.6 acres of land in the Single -Family Residential - 20,000
square feet (RS -20) zoning district and one acre of land in the State Land Use
Agricultural District. The subject properties include the site of the Mountain View Gym
and St. Theresa Catholic Church and is located along the south (makai) side of Volcano
Highway, approximately 150 feet east of its intersection with Nichols Road in Mountain
View, Puna District, Hawaii, Tax Map Keys: 1-8-002:006, 1-8-002:049, 1-8-004:104.

MINUTES — The Commission took this item up at 9:41 a.m.
Approval of Minutes of the September 7, 2017 Meeting — It was moved by Commissioner
Raffipiy, and seconded by Commissioner Clarkson, that the Minutes of September 7, 2017, be
approved as circulated. Motion was unanimously carried by a voice vote of all Commissioners
in attendance.
ADMINISTRATIVE MATTERS/ANNOUNCEMENTS - The Commission took this item up
at 9:42 a.m.
Mr. Darrow reminded the Commission that the Joint Planning Commission meeting with the
Leeward Planning Commission, regarding the amendments to Rule 9 of the Planning
Commission's Rules of Practice and Procedure, will be held on October 30th via teleconference
at the Hilo and Kona Council Rooms. He added that the next regularly scheduled Windward
Planning Commission meeting will be on November 2nd, and that the agenda was full for that
day.
Upon Chair Henkel's inquiry, Mr. Darrow stated that the pre -hearing conference for the
contested case hearing [Verizon Wireless USE 17-000067] will be held on October 17, 2017.

ADJOURNMENT — There being no further business, it was moved by Commissioner Clarkson
and seconded by Commissioner Raffipiy that the meeting be adjourned. Motion was
unanimously carried by a voice vote of all Commissioners in attendance. Chairman Henkel
adjourned the meeting at 9:44 a.m.
