North Kohala Community Access Group
October 4, 2017 (Hisaoka Gym -Art room 4:30pm)

❖ Pololu Lookout
o We are awaiting reports from State DOT, DOFAW and State Na Ala Hele.
•'• Akoakoa Point
• o NSTR (nothing significant to report).
❖ Niulii
o Kohala Center is still investigating allegations of the lease covering the old railroad
round table with soil. This may involve a report to State Historic Preservation Division.
❖ Hapu'u — Kapanaia
o Misty Kai finished fencing their property today, but skirted the outer rim of Kapalama
Heiau.
■ The fencing does go all the way to the cliff with a pedestrian gate for the public
access trail.
■ Branches were placed over the old roadway to deter vehicles.
o Dave Richardson said the sale of the Hapu'u land and Hale o Ka'ili is in escrow and
will possibly be cleared in 10 to 14 days.
■ The public vehicle access to the heiau and trail will be on the "old county road"
that goes along the top of Halawa Gulch.

❖ Upolu Airport East
o Dave Richardson reported Planning Department is stalling on establishing the parking
lot and mauka-makai access through the lot.
■ An adjoining lot has sold and is in escrow.
o Need update from county planning department.
❖ Upolu Airport Restoration
o Kohala Lihikai will be replacing the sign posts.
❖ Puakea Bay Ranch
o The orginal Issacs house (ocean front house) was sold at auction.
o Toni submitted a status of the trail restoration to representatives of the sellers (Rickey)

• o Malama Kohala Kahakai in conjunction with Kohala Lihikai has submitted an
application for management funds from PONC. It will be reviewed by PONC next
week.
o The County's Cultural Resources Commission is in the process of reviewing
Archaeological Preservation Plans that were required as a permit condition for the
approval of developments. They started with Preservation Plans approved for County
lands. The Preservation Plan for Kaiholena was completed before the County and ATA
acquired the six parcels. The Commission decided to start with Preservation Plans
associated with public -owned lands. So they started with Kaiholena. The Commission
plans to review Preservation Plans at private developments as well.
❖ Kohala Shoreline LLC
o NSTR - Need update from county planning department.
❖ Kohala Kai
o Talks between the County and Ala Kahakai about the conservation easement have
finally come to the front burner.
o Need update from county planning department.
❖ Kohala Waterfront
o NSTR - Need update from county planning department.
❖ Rails to Trails
o Kohala Lihikai won a year-long assistance through the Rivers, Trails, Conservation
Assistance Program of the National Parks Service.
o Meredith Speicer will be helping with Kohala's comprehensive coastal trail system,
help us communicate better with county and state agencies, and update and upgrade our
coastal lands data system and map. Also gather information on the easement of the old
railroad.

o November 1, 2017 starting 4:30pm, in the crafts room at the back of Ikuo Hisaoka
Gym, Kamehameha Park.
