I'd like to call this meeting of the Liquor Commission to order. First of all, I'd like to remind everyone to put their phones on vibrate or silent mode please. Approval of Minutes Taniguchi: Thank you very much. First order of business is the approval of the September 7, 2017, meeting minutes. The minutes were circulated via e-mail and mail on October 5, 2017. Can I have a motion to accept? Nahale-a: Move to approve. Greenwell: Second. Ms. Nahale-a moved to approve the September 7, 2017, Liquor Commission minutes as circulated; seconded by Mr. Greenwell. Taniguchi: Moved by Shelby and seconded by Mr. Greenwell. Approval of Addendum and/or Supplemental Agenda Taniguchi: There is no supplemental agenda today. IV. Public Statements on Agenda Items Taniguchi: Moving on to Public Statements. Public Hearings Taniguchi: First one, Application No. 16-35, O&J LLC, dba Waikoloa Restaurant and Bar, for an original Restaurant General liquor license, Category B2, located at the Waikoloa Village Clubhouse. Do we have any representatives here? 1. Application No. 16-35 O&J LLC, dba Waikoloa Restaurant and Bar, for an original Restaurant General liquor license, Category B2, located at the Waikoloa Village Clubhouse, 68-1790 Melia Street, Waikoloa, Hawari, TMK: 6-8-003:008. Wilson Palomo, Manager, was present. Palomo: Good morning. Taniguchi: Can you please identify yourself and your relationship to the business? Palomo: My name is Wilson Palomo. I'm the manager of the Waikoloa Restaurant and Bar, in the absence of the owner, Ofelia Shively. Taniguchi: Thank you. Have you had a chance to review the report and do you have any changes? Palomo: No, sir. Taniguchi: Can you briefly describe your business? Palomo: It's a regular bar and restaurant with a family setting. We also have live music and sometimes dancing. Taniguchi: Do we have any protests? I know we had something in file as far as the meeting. Takase: Mr. Chairman, the applicant mailed 1 out of 1 notice within 100 feet; 372 out of 384 within 500 feet and 6 notices to condominium of property owners. There were 384 OCTOBER 12, 2017- LIQUOR COMMISSION MINUTES 3 properties entitled to protest and we did receive one protest to this application from William Albright. If you remember after the preliminary hearing, we did have some concerns by the residents in the area for noise that might take place based on what happened with the previous Licensee. We were able to meet with the Association and property owners; Dave Francis, Pat Shields and Monte Anglin from the Waikoloa Fairways Association, Roger Wehrsig, general manager of the Waikoloa Village Golf Association and Wilson Palomo and Sheryl! Shimata, managers, from the Waikoloa Restaurant and Bar were also present. Wilson is the full-time manager and is also the entertainment on Saturday nights. He is very aware of the concerns by the residents. Were you going to have entertainment until nine o'clock? Palomo: Probably until 9:30 P.M. Takase: They also didn't have a problem with karaoke. Right now, the Association was fine with what the restaurant proposed and has been coming to support their restaurant. The residents were satisfied they have a responsible manager who is aware and responsive of their concerns. We left the meeting with no need for any conditions, at this point in time. Taniguchi: Do we have any public testimony on this application? There was no reply from the public. Taniguchi: If none, can we have a motion to close public hearing? Lopez: So moved. Lopez: I just want to applaud the Department and the parties. This is a great example of our involvement when there is a discrepancy. We bring them together; they talk and work out a plan. Brown: We have a 65 -foot catamaran and offer three different cruises; snorkeling and scuba diving in the morning, seasonal whale watching and we have a historical dinner cruise to Kealakekua Bay. We have a separate liquor license for that. I also have a retail store where we do check -ins and I'm in the process of upscaling our retail store. I'm going local so I can carry local spirits, beers and wines and promote "Hawaii." Taniguchi: Do we have any public testimony? There was no reply from the public. Taniguchi: Hearing none. That's why I call it a "restaurant and bar." But for now, I'm just a regular "pupu" bar, something like "Joann's"; no live entertainment, though. Taniguchi: Do we have any public testimony? Karina Villarroel, Co -Owner, was present. Villarroel: Karina Villarroel. I'm co-owner with my husband who is also the chef. Taniguchi: Have you read the report and do you have any changes? Villarroel: No changes. Taniguchi: Can you briefly describe the business? Villarroel: Yes. My husband has been operating the business at a different location for about a year -and -a -half now. He makes pretty good fresh pasta which is one of the most popular things to pair with seafood. We were originally located at a kitchen inside of a coffee farm; so we obviously couldn't get a liquor license there. You can tell from my accent that I'm not from here. In Italy, it is very difficult to eat fresh pasta with a Coca-Cola. Luckily, the business, "Mi's" in Kealakekua moved to town. We knew they were doing very good where they were, so we talked to the owner and asked if we could rent a space and they said "yes." My husband is painting right now. Hopefully we are going to do very good there and have wine with pasta. Taniguchi: I don't see anybody present for public testimony. Commissioners, do you have any questions? Lopez: When are you going to be open? Villarroel: Hopefully next week. Our opening date was at the end of this week, but of course, when you open a new business, things happen and the place needed more work. Since we were already open at the other location, we have reservations up until February. We had to cancel those reservations for this week. My husband is a really good cook. It's not the normal kind of food you would usually see. He's originally from Chile and makes the best ceviche. You are all invited. Taniguchi: Where is this located? Villarroel: The location is a bit confusing. A lot of people think it is in Captain Cook, but I went to the post office to ask and it's actually in Kealakekua.
