KONA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE
NOTICE IS HEREBY GIVEN of the following matters to be considered by the Kona Action
Committee in accordance with the provisions of Section 92-7, Hawai'i Revised Statutes.

CALL TO ORDER

ADDITIONS TO THE AGENDA: (Approval of Addendum and/or Supplemental Agenda (requires six votes,
and must comply with Hawaii Revised Statutes § 92-7(d))
PUBLIC COMMENT ON AGENDA ITEMS: Members of the public are invited to speak to any items
on the agenda. To be recognized, please fill out a yellow request form and submit it to Planning
Department Staff or the Action Committee Chairperson prior to the Public Comment portion of the
meeting. Comments should be limited to three (3) minutes in length per agenda item, subject to the
discretion of the Chair of the CDP Action Committee.
APPROVAL OF THE MINUTES: The Action Committee will consider the draft minutes of the
September 20, 2017 meeting.
REPORTS:
1. OpenSpace Network Plan Subcommittee report. Action Committee members may
propose discussion items contained in such report for placement on the next meeting
agenda.
2. Kailua Village Redevelopment Subcommittee report. Action Committee members may
propose discussion items contained in such report for placement on the next meeting
agenda.
3. Other reports.

BUSINESS:
4. Presentation by Lucas Mead, Planner, Planning Division, regarding the mission, goals
and objectives of the County's Cultural Resources Commission (CRC). This presentation
will focus on the CRC's activities as they pertain to the objectives and policies of the Kona
CDP generally and the envisioned Open Space Network.
5. Public Access, Open Space and Natural Resources Preservation Commission (PONC)
Presentation: PONC Chair Cynthia Nazara will provide the Action Committee information
pertaining to new deadlines for submitting parcel nominations for preservation and
protection.
6. A presentation regarding potential amendments to various policies of the Kona CDP.
The proposal recommends changing some of the mandatory policies to implementation
guidelines. Other proposed policy amendments are intended to provide clarity and improve
their effective application. Actions set forth in the Kona CDP are not proposed for
amendments. Since the proposed language will not be available in advance, no deliberations
or actions regarding this matter will occur at this meeting. Deliberation and action may be
placed on the agenda of a future Kona CDP Action Committee meeting."

5. Planning staff will announce updates to the County Community Development Plan
website.

AGENDA FOR NEXT MEETING: Agenda item suggestions from the Action Committee and
Planning Staff for the January, 2018 meeting.

NOTICE: The purpose of the public hearings is to afford all interested persons a reasonable
opportunity to be heard on the above items. According to the Operating Guidelines of the
Community Development Plan Action Committee, a person desiring to submit oral or written
testimony shall indicate her/his name and whether the testimony is her/his behalf or as a
representative of an organization or individual. Written testimony shall be submitted with an
original and nine copies prior to testifying. The Committee would appreciate timely submittal to the
Planning Department at least one week prior to the meeting date to allow for mailing and thorough
Committee review.
Anyone who requires an auxiliary aid or service, other reasonable modification, or language
interpretation to access this meeting please contact the Planning Department at (808) 961-8288 as
soon as possible, but no later than five working days prior to the meeting date, to arrange for
accommodations. "Other reasonable modification" refers to communication methods or devices for
people with disabilities who are mentally and/or physically challenged.

If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of becoming a
lobbyist. (Article 15, Section 2-91.3(b), Hawai'i County Code). A lobbyist means, "any individual
engaged for pay or other consideration who spends more than five hours in any month or $275 in
any six-month period for the purpose of attempting to influence legislative or administrative action
by communicating or urging others to communicate with public officials." (Article 15, Section 2-
