No. 2017-18 Action Committee Activities: 2017 Parks, Water and Roads: Kohala Ag Water Study -- Encouraged the kick-off of the Kohala Ag Water Study by conducting community meetings and the initiation of the State Water Commission one-year study. Helped the study consultant conduct community information meetings for public and Action Committee. 2. Pratt Road Emergency Use — Met with adjoining landowners, DPW, Dept. of Transportation, Civil Defense, Police Captain and legislative reps. to set the legal groundwork for using Pratt road for diversionary traffic when Akoni Pule Highway is blocked. 3. Pololu Lookout -- Held meetings with area residents, the wider Kohala community, DLNR, DOT, Na Ala Hele and our legislative representatives about the problems of congestion, health and safety created by increased traffic at the lookout and trail. Proposed short term and long range solutions. Continue to work with agencies and surrounding landowners. 4. Tree removals and landscaping — Worked with Parks and Rec. to create a better information flow and monthly meeting with Friends of the Parks and Kohala P&R maintenance crews. Helped set up committees (seniors and parks Friends) to recommend landscaping to replace removed trees. Power, Viewplanes and Erosion Control: 1. Worked with High School students to create erosion control dams at Upolu Airport public trail. 2. Met several times with HELCO engineers to plan secondary transmission line to create system redundancy. Created maps with alternative routes. 3. Helped create a community group focused on creating bikeways both alongside and off-road. 4. Created a map of quantified scenic viewing areas along the district's highways to be shared with Planning Dept. and county and state highways agencies. Community Access Group: Trail Easements — Helped shepherd two Grants of Public Access Easements through the County Council (Ainakea and Halaula). Worked with land owners on three other pending easements with no help from Planning Department (Halelua, Pahoa Beach and Upolu East). 2. New trail locations — participated in the EA review of new residential development at Kohala Shoreline and worked with Ala Kahakai National Historic Trail in creating conservation easement at Kohala Kai. 3. Worked with Na Ala Hele Trail staff, DLNR, to move ahead with relocating the trail at Puakea Bay Ranch, which has been closed due to erosion. 4. Worked with Hawaiian Islands Land Trust and Ala Kahakai National Historic Trail to open the Parker Ranch coastal land at Honoipu for public use. 5. Worked with National Parks Service planner to answer questions about possible government rights to Mahukona to Niuli'I Railroad easements. Helped to fund the review. Succeeded in obtaining a Rivers, Trails, Conservation Assistance grant through partner Kohala Lihikai for trail maintenance and educational program at high school. 7. Worked with community groups to nominate six coastal parcels to the Mayor's PONC list for Open Space purchase. 8. Worked with Kohala Lihikai to prepare applications for the County Maintenance Fund grants for stewarding the land at Pao'o and Kaiholena. 9. Worked with other subcommittees to solve the problems of congestion, safety and health at Pololu Lookout. 10. Worked with Kohala Lihikai on erosion control and native planting project at Upolu Airport. 11. Shared coastal erosion control and native plant propagation information with Pacific Pono, the stewards of Kamehameha Schools land at Akoakoa Point. Growth Management: 1. Made recommendations for General Plan revisions and helped keep community informed about the General Plan revision process. 2. Made recommendations on subdivision and variance applications shared by Planning Department. 3. Made suggestions for including all SMA and Consolidation/Re-subdivision application within the matters submitted to the subcommittee for advisory review. 4.
