Meeting Minutes
CALL TO ORDER
Chairperson John Winter called the North Kohala Community Development Plan (NKCDP) Action
Committee (AC) to order at 5:14 p.m. in the North Kohala Senior Center Complex (the old
Judiciary Building). The following persons were present:

Action Committee: John Winter (Chair), Faith Yates (Vice -Chair), Richard Elliott, Kristen "Lehua"
Dircks, and Benjamin Ney. John "Jack" Hoyt and Veronica "Lani" Eugenio were absent.
Staff: Rosalind Newlon, CoH Planner & North Kohala CDP Project Manager; Michael Yee, Planning
Director, April Surprenant, Long Range Division Manager, Ron Whitmore, Deputy Director CoH
Research & Development, and CoH Planners: Bethany Morrison, Keiko Mercado, Keola Childs,
and LeAna Gloor.

STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON AGENDA: NONE
ADMINISTATIVE MATTERS
1. Minutes of the March 13, 2017 AC meeting.
Committee member Lehuo Dircks moved to approve the minutes of the March 13, 2017,
meeting os submitted. Second by Vice -Choir Faith Yates. The motion to approve the
minutes os submitted passed with 5 votes aye and 0 votes nay.

BUSINESS OF COMMITTEE:
1. Public Access, Open Space, and Natural Resources Preservation Commission (PONC)
Presentation:
The goal of the Public Access, Open Space and Natural Resources Preservation
Commission is to solicit suggestions from the community for lands considered worthy of
preservation and to provide the Mayor with an island wide list of prioritized properties.
PONC Commissioner Susan Fischer provided an update on current PONC submissions and
prior acquisitions in the North Kohala district. Ms. Fischer provided Action Committee
members and members of the public with PONC Suggestion Forms and informational
brochures outlining the Commissions purpose, acquisitions, etc.

2. General Plan Update:
Members from the Planning Departments Long Range Division and the Dept. of Research
& Developments Deputy Director provided the Action Committee an overview of the
General Plan Comprehensive Review and its relationship to the North Kohala CDP. Action
Committee members and members of the public asked questions of the team and
engaged in discussion. Topics discussed include: priorities and implementation
procedures, Capital Improvement Program, energy, and collaboration between the
Action Committees.

The Action Committee calendared a special meeting on June 19, 2017 to explore scenario
planning and how it's being used to inform the General Plan Comprehensive Review.

3. Letter Forwarded for Action by Subcommittee: The Action Committee considered a draft
letter to Mayor Harry Kim outlining important reasons that the County of Hawai'i should
enter into negotiations to purchase property within the Hapu'u to Kapanai'a Cultural
Corridor and Halelua. These properties are on the PONC priority list.
Committee member Richard Elliott moved to accept the draft letter as presented. Second
by Vice -Chair Faith Yates. Motion passed with 5 votes aye and 0 votes nay.

4. Letter Forwarded for Action by Subcommittee: Chair John Winter read the draft letter
aloud to the Action Committee and members of the public. The letter requested that the
North Kohala CDP AC receive copies of all subdivision applications submitted to the
Planning Department for the planning area.
Committee member Richard Elliott moved to accept the draft letter os presented. Second
by Committee member Benjamin Ney. Motion passed with 5 votes aye and 0 votes nay.

4. Power, View Planes and Erosion Control: Parking at Pololu Valley lookout continues to be an issue.
An educational component at the lookout would add to the visitor experience.

7. Historical and Cultural Preservation: None
8. Health: Kohala Hospital Emergency Room is open.
STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON THE AGENDA: None
ANNOUNCEMENTS:
1. The next Special Meeting of the North Kohala Action Committee is scheduled for June
19, 2017. This meeting will provide an overview of scenario planning as it relates to the
General Plan.
2. Akoni Pule Highway will be repaved in 2018, from the hospital to Pololu.
3. Fire ants have been found in the planning area. A fire ant coalition similar to the coqui
coalition should be considered.
ADJOURNMENT: Committee Member Richard Elliott moved to adjourn the meeting. Second by
Vice Chair Faith Yates. Motion passed with 5 votes aye, and 0 votes nay. The meeting adjourned
at 6:53pm.
