HomeMy WebLinkAbout2017-09-25 Leeward Planning Commission Minutes LEEWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES SEPTEMBER 25, 2017 The Leeward Planning Commission met in regular session at 9:30 a.m. in the West Hawai‘i Civic Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, with Vice Chairman Collin Kaholo presiding. COMMISSIONERS PRESENT: Collin Kaholo, Nancy Carr Smith, Perry Kealoha, Barbara Nobriga and Sonny Shimaoka ABSENT AND EXCUSED: Scott Church and Keith F. Unger ALSO PRESENT: Malia Ho (Counsel for the Commission), Michael Yee (Planning Director), Jeff Darrow (Planning Program Manager), Christian Kay (Planner), Shancy Watanabe (Planner) and Noriko Sauer (Commission Secretary) And three people from the public in attendance. A quorum was present. Vice Chairman Kaholo called the meeting to order, and introduced the Commissioners and staff to members of the public. He explained the procedure for public testimony. STATEMENTS FROM THE PUBLIC No statements were presented under this section of the agenda. NEW BUSINESS 1. APPLICANT: KATHLEEN L. BRILHANTE (REZ 17-000222) Application for a Change of Zone from an Agricultural-1 acre (A-1a) to a Single Family Residential-20,000 square feet (RS-20) zoning district for approximately 50,791 square feet of land. The property is located at 65-1102 Hōkū‘ula Road, north of the Spencer Road-Hōkū‘ula Road junction, Waimea Homesteads, South Kohala, Hawai‘i, TMK: 6-5-004:049. The Commission took up this item at 9:33 a.m., with two people from the public in attendance. Action: It was moved by Commissioner Shimaoka and seconded by Commissioner Carr Smith that a favorable recommendation be forwarded to the County Council on the application for Change of Zone, Docket Number REZ 17-000222, based on the Planning Director’s recommendation and findings, which shall be adopted. A roll call vote was taken and the motion carried with five ayes (Shimaoka, Carr Smith, Kealoha, Nobriga and Kaholo) and two absent and excused (Church and Unger). \[SEE HEARING TRANSCRIPT – EXHIBIT A\] 1 MINUTES Approval of the Minutes of the August 17, 2017, Leeward Planning Commission meeting. At 9:47 a.m. it was moved by Commissioner Nobriga and seconded by Commissioner Carr Smith that the minutes be approved as submitted. The motion was unanimously carried by a voice vote. ADMINISTRATIVE MATTERS CZM/SMA presentation by the Office of Planning. The Commission took up this item at 9:48 a.m., with no one from the public in attendance. Ms. Justine Nihipali and Mr. Shichao Li from the State Office of Planning made a presentation regarding the Coastal Zone Management program and Special Management Area permits. \[SEE POWERPOINT PRESENTATION – EXHIBIT B\] ANNOUNCEMENTS At 10:33 a.m. Mr. Darrow stated that the regularly scheduled meeting on October 19, 2017, was cancelled, as the sole agenda item was postponed until the November meeting. Mr. Darrow also stated that a joint meeting of the Leeward and Windward Planning Commissions was scheduled for Monday, October 30, 2017, via videoconference between the Kona and Hilo Council Chambers. He said that the focus would be on updating Planning Commission Rule 9 regarding Special Management Area, which was not currently consistent with the state law. Mr. Darrow reported that the annual Hawai‘i Congress of Planning Officials conference had just thnd been held from the 20 through the 22 of September on O‘ahu. He added that Chair Unger and Commissioner Kealoha had been in attendance, along with Windward Planning Commissioners and Planning Department staff. ADJOURNMENT There being no further business, it was moved by Commissioner Shimaoka and seconded by Commissioner Nobriga that the meeting be adjourned. The motion was unanimously carried by a voice vote.
