DATE: Monday, November 27, 2017 TIME: 5:00 pm PLACE: Waimea – Lily Yoshimatsu Senior Center (Waimea Senior Center) 67-1199 Mamalahoa Highway Kamuela, HI 96743 AGENDA CALL TO ORDER ROLL CALL ADDITIONS TO THE AGENDA: (Approval of Addendum and/or Supplemental Agenda (requires six votes, and must comply with Hawaiʻi Revised Statutes § 92-7(d)) PUBLIC COMMENT ON AGENDA ITEMS: Members of the public are invited to speak to any items on the agenda. To be recognized, please fill out and submit a yellow request form to the Planning Assistant or Action Committee Chairperson prior to the Public Comment portion of the meeting. Comment shall be limited to three (3) minutes in length per agenda item, subject to the discretion of the Chair of the South Kohala CDP Action Committee. APPROVAL OF THE MINUTES: The Action Committee will consider the draft minutes of the September 25, 2017 meeting. REPORTS and OTHER COMMUNICATIONS: the Action Committee will review submitted reports and recommend motions and discussion items to place on the next meeting agenda for action. 1. Public Access, Open Space and Natural Resources Preservation Commission (PONC) Presentation: PONC Commissioner Susan Fischer will provide the Action Committee information pertaining to new deadlines for submitting parcel nominations for preservation and protection. 6. Presentation by The Nature Conservancy: regarding the health of coral reefs along the South Kohala coastline. 7. Capital Improvement Project (CIP) Budget Overview and Action Committee Recommendation Strategy Discussion. The Action Committee will consider a draft CIP recommendation letter containing items they agreed upon during their last meeting. Action Committee members may add new CIP budget recommendations and request revisions to this letter during the meeting as necessary. 8. The Action Committee will discuss the advantages and disadvantages of different types of subcommittees, review the Status of all existing subcommittees and dissolve, reaffirm or re-establish those subcommittees, if appropriate, as investigatory subcommittees. In keeping with requirements of State “Sunshine Law” for subcommittees: (1) Subcommittees deemed by the Action Committee to have completed their assigned missions will be dissolved. (2) Subcommittees determined by the Action Committee to have uncompleted investigatory missions will be either (i) reaffirmed and continued with a limited time period for investigatory completion and reporting, or (ii) dissolved and re-established by the Action Committee with a restated investigatory mission. (3) New subcommittees with clearly defined investigatory purposes may be formed with the appropriate subcommittee structure. The practice of members liaising with other community groups, as an alternative means of gathering information for use by the Action Committee, will also be discussed and considered. See Subcommittee Table (Communication No. 2017-12). ANNOUNCEMENTS: 9. The next scheduled meeting will be on Monday, January 22 2018, at the Waikoloa Community Center. NOTICE: The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard on the above items. According to the Operating Guidelines of the Community Development Plan Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and whether the testimony is her/his behalf or as a representative of an organization or individual. Written testimony shall be submitted with an original and nine copies prior to testifying. The Committee would appreciate timely submittal to the Planning Department at least one week prior to the meeting date to allow for mailing and thorough Committee review. Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at (808) 961-8288 as soon as possible, but no later than five working days prior to the meeting date, to arrange for accommodations. “Other reasonable modification” refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. If you are a lobbyist, you must register with the Hawai‘i County Clerk within five days of becoming a lobbyist. (Article 15, Section 2-91.3(b), Hawai‘i County Code). A lobbyist means, “any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials.” (Article 15, Section 2-91.3(a)(6), Hawai‘i County Code).
