HomeMy WebLinkAboutCommunication Number 2017-10 South Kohala Traffic Safety Committee - September MinutesCommunication no. 2017-10 Minutes of the SKTSC Meeting - 9/12/2017 The meeting was called to order at 4:04 PM Officers present: James Hustace Minutes of the August meeting were approved with a motion by David Tarnas and a 2nd from Ken Block. Vote was unanimous. Announcements from the Chair: 1. Feedback from the Community Priorities Survey allowed for the SKTSC mailing list to grow by another 200 recipients. 2. SKTSC recently commented on the Waimea Town Center Plan as proposed by Parker Ranch to the County of Hawaii. The submitted letter was built from comments and concerns heard at past SKTSC meetings, and from emails that were received during the comment period from community members. Comment period ended on 9/7/17. Treasurer's Report: 1. Nothing new to report. 2. Marianne reported a balance of $157.45 at the August meeting. Subcommittee Reports: County: 1. Chair reported: a. Mana Road to Mud Lane: Project is going out to bid in November or even sooner. Project timeline is from Spring 2018 to Fall 2019. Federal government is covering 80% of the costs ($19.5 million). Hawaii County will be responsible for the remaining costs. i. Concern from James Kong that the road may be built solely on the input from surveyors, and without the visitation from engineers. The road would not be accurately built, and just designed and installed without consideration of the surrounding lands. Concerned about flooding of the roads and homes along the corridor if the road were to be built poorly. b. Iona Court to Mana Road: Shoulders and striping work should be happening in late 2017. c. Speed humps on Puako Beach Drive: Two installed on the north side. i. David Tarnas stated that residents still plan on installing speed cameras to catch motorists that are ignoring signs and other safety measures. d. Shoulder paving near Canada France Hawaii and Waimea Elementary School: Establishing a school zone. Lights, flags, safer shoulders, etc. Not sure about striping plan at this point. Work to begin in September. Communication no. 2017-10 State: 1. Chair reported: a. Donald Smith (District Engineer) was unable to attend. b. Looking to have updates on State projects and have Donald Smith attend future meetings. c. Chair will email Donald Smith to get an update on these topics, and to see if he is able to attend the next meeting. d. South Kohala Distribution Road has a forthcoming UXO report. Might have more information at the October meeting. Police: 1. Officer Thomas Koyanagi reported: a. South Kohala CPOs will be rotating their attendance at SKTSC meetings. b. Officer Lee is training for bicycle patrols. c. See Appendix for the August Traffic Report. Old Business: 1. Officer Koyanagi reported that the emergency road for Waikoloa Village evacuation has been reworked. New gravel placed and compacted. Paving in some parts. Concrete poured to stabilize parts of the road that were failing. Safety measures installed along road. Cleared brush within 10 feet of road. a. Future evacuation roadwork to be done at the Ha`ena site. Working with Councilmember Richards to connect through Parker Ranch land. New Business: 1. Community Priorities Survey a. Last portion of results to be emailed out. b. Will start sending results to public officials and appropriate agencies. c. Over 200 of the survey takers indicated a wish to be added to the SKTSC mailing list. This was about two-thirds of survey takers. d. Approximately 30% of survey -takers were interested in attending SKTSC meetings, and 50% considering attendance. e. Survey results from last meeting were published in the North Hawaii News section of West Hawaii Today. 2. Question from Spencer Vanderpool about the Waimea School parking area along Lindsey Road. Concerned about the loss of that lot if Parker Ranch were to sell. a. Replies from the Chair, Bill Moore, and other attendees that the lot has not been sold, and that Parker Ranch has established an ROE for the school to use the space for parking. Waimea School is assuming responsibility for use of the lot, and is responsible for managing safety and parking during high traffic times. b. Parker Ranch would like to sell the lot to help pay for the recent studies within the WTCP. Communication no. 2017-10 Announcements: 1. Next meeting will be held at 4pm on October 10th in the Waimea Civic Center Conference Room. 2. Upcoming SKCDP meeting on September 23rd in Waikoloa to discuss the General Plan Review. 3. Ragnar Race is scheduled for November 4-51h. Chair will be requesting information from coordinators and race managers. Concerns about road use and lack of publicity and communication. 4.
