HomeMy WebLinkAboutCommunication Number 2017-11 South Kohala Traffic Safety Committee - October MinutesCommunication no. 2017-11 Minutes of the SKTSC Meeting - 10/10/2017 The meeting was called to order at 4:02 PM Officers present: James Hustace Minutes of the August meeting were approved with a motion by Dr. Billy Bergin and a 2nd from Mike Price. Vote was unanimous. Announcements from the Chair: 1. Chair attended meeting in Honokaa concerning traffic issues on Mud Lane. Concerned residents worried about impact from continued and future logging work Treasurer's Report: 1. No report. Treasurer unable to attend. Subcommittee Reports: County: 1. Chair reported: a. Ron Thiel has been awarded for his work having the County install LED street lights. For his dedication to the effort of eliminating light pollution, an asteroid was named in his honor. Asteroid 9923 ronaldthieL See Appendix for the press release. b. Mana Road to Mud Lane: Project is currently out to bid. Awaiting to receive a copy of the design plans. c. Iona Court to Mana Road: Shoulders and striping work should be happening in late 2017. d. Shoulder paving near Canada France Hawaii and Waimea Elementary School: Establishing a school zone. Lights, flags, safer shoulders, etc. Striping work has been started. e. Mud Lane concerns: Residents at a community gathering in Honokaa had concerns about logging efforts (future and past) on Mud Lane. Valerie Poindexter was in attendance at that meeting with DPW engineers to discuss and hear concerns from residents. Safety is a concern for blind turns and low visibility areas. Residents wished to have safety measures put in place to limit vehicle traffic and provide a safer road for homeowners and people walking/exercising. Valerie stated she would meet with Ronald Thiel to look at this neighborhood and stretch of road. i. Jojo Tanimoto asked for clarification as to the South Kohala boundary line on the eastern side of the district. 1. David Tarnas stated that the South Kohala boundaries should be defined by the Judicial and State House districting lines and not the Council districting lines. ii. Bill Sanborn asked if the Mud Lane residents brought up the issue of an existing 'auwai that runs along the road. This was not discussed by the homeowners at that meeting. State: 1. Chair reported: a. Donald Smith (District Engineer) was unable to attend. b. Looking to have updates on State projects and have Donald Smith attend future meetings. c. Chair will email Donald Smith again to get an update on these topics, and to see if he is able to attend the next meeting. d. Bicyclists in Waimea wish for improved safety along the roads. Asking for the replacement of road dots/dimples, especially along Kawaihae road near Waimea town center and through Waiaka Bridge. Communication no. 2017-11 2. David Tarnas asked to clarify with Donald Smith DOT's progress in identifying a runaway truck ramp along Kawaihae Road. 3. Mike Price asked for the reasoning of surveyors that were recently seen on Mamalahoa Hwy. near the Waikoloa junction. Chair will follow up with Donald Smith. 4. Dr. Billy Bergin inquired on the update of additional truck runaway ramps on DKI Hwy. Chair will follow up with DOT. a. David Tarnas followed up by stating that the State was looking at other means of alerting motorists of the DKI/Mamalahoa intersection, and to warn trucks of the runaway ramp. Police: 1. Officer Kelena Ho'okano reported: a. South Kohala CPOs will be rotating their attendance at SKTSC meetings. b. Officer Ho'okano focuses his work on Kawaihae Road, Kawaihae, Puako, and the other coastal communities. c. Reviewed the September Traffic Report with the committee. See Appendix for the September Traffic Report. 2. Mike Price stated concern about the upcoming Ragnar Race. a. The Chair did reach out to the Ragnar Race Corporation. The Chair has yet to receive maps and race info, especially the impact on South Kohala roads. The Chair put the race manager in contact with Community Associations across the district, hoping he would attend and update South Kohala communities on the status and impacts of the race. Old Business: New Business: 1. Jojo Tanimoto asked and looked for the committee's support of alternative/biking trails in the Kawaihae area. Connection to Ala Kahakai trail with involvement from PATH. a. This would be something that should be pursued at the State level. Project needs to be placed on the STIP. b. Chair asked for a show of hands from attendees, indicating a show of support and overall approval of this sort of project. Unanimous support given. c. Chair will follow up with DOT, Ala Kahakai group, PATH, etc. 2. Similarly, Bill Sanborn asked and looked for the committee's support of an alternative/biking along the old Mamalahoa Hwy. alignment. Would require working with PTA. Alignment is currently sitting there, unused. Get project on the radar. a. Chair asked for a show of hands from attendees, indicating a show of support and overall approval for this endeavor. Unanimous support shown. b. Chair will follow up with PATH and PTA. 3. Capital Improvements Program a. Traffic related projects on the CoH CIP list given to committee attendees. See Appendix for CIP list. b. Mike Price motioned for the committee to write a letter showing support of traffic related CIP projects, and that the committee is kept abreast to the progress and development of these projects. 2nd from Jojo Tanimoto. Announcements: 1. Next meeting will be held at 4pm on November 14th in the Waimea Civic Center Conference Room. 2. Officer nominations at the next committee meeting. 3. Ironman is scheduled for October 14th. 4. Ragnar Race is scheduled for November 4 -5th. Chair will be requesting information from coordinators and race managers. Concerns about road use and lack of publicity and communication. Communication no. 2017-11 S. CoH Tranist Master Plan meeting in Waimea is scheduled for October 19th. Waimea School Cafeteria; 5:30-7pm. 6. Library Count Week is scheduled for October 17-21. 7. Pumpkin Patch is scheduled for October 14th. Meeting was adjourned at 5:15 pm.
