SUBJECT: South Kohala CDP Action Committee recommendations for
FY 2018-2019 Capital Improvement Program and Budget:
■ Second Arterial Access Road for Waikoloa Village
Emergency Shelter in Kawaihae area (Honokoa, a DHHL community)

At its September 25, 2017 [updated to 11/27/17 if additional items are added to this draft
letter] meeting, the South Kohala CDP (SKCDP) Action Committee voted to request that
the Mayor and the County Council appropriate and allot funds to undertake the following
capital improvement projects in South Kohala, consistent with the policies of the SKCDP as
noted:
Second Arterial Access Road for Waikoloa Village. An appropriation of $1,000,000 for
feasibility and corridor selection studies and preliminary design of a second arterial capacity
access road in and out of Waikoloa Village (similar to the standard of Paniolo Avenue).
This road will serve the dual functions of alternate emergency access into and out of the
ever-growing Waikoloa Community, for the safety of its residents and access by emergency
responders, and also to provide coastal community residents with improved access to
Waikoloa emergency shelter facilities in times of coastal emergencies or lowland wildfires.
See SKCDP "General Policy 2: Provide for the transportation and circulation needs of the
SK community..." and "Sub -Policy 4.1: The County shall develop plans and programs for
emergency routes so that people can safely move away from life-threatening natural
hazards."
2. Emergency Shelter in Honokoa (f.k.a. Kailapa, a DHHL Community). An
appropriation of $1,000,000 for a grant or direct construction cost-sharing with the Kailapa
Community Association (KCA) for the design and construction of publicly accessible,
privately managed emergency shelter on DHHL land leased to the KCA. KCA will provide
substantial project funding through other funding sources benefiting the KCA. This facility,
if made public through County participation and operating agreement, would provide the

only public emergency shelter in coastal South Kohala without operation expense to the
County of Hawaii. See SKCDP "General Policy No. 4: Develop programs and standards
that will protect the SK community from natural hazards..." and "Sub -policy 4.3:
Government agencies should consider providing more emergency shelter facilities in South
Kohala."
The SKCDP Action Committee finds that infrastructure and facilities to meet public needs
for emergency services, evacuation and shelter are of paramount importance in both coastal
and mid -slope urbanized and growing communities in South Kohala. The Action
Committee recommends that infrastructure and facilities should be aligned and located in a
manner than allows community inter -connections to the extent feasible to ensure that the
individual communities can provide some degree of emergency support for each other. In
particular, the requested second arterial route in and out of Waikoloa Village should be
aligned to support this objective, as should the siting and provision of a lowland public
emergency shelter, such as is recommended to be sited at Honokoa, in the Kawaihae
vicinity, in cooperation with DHHL.
