No. 2018-03 North Kohala Community Access Group December 6, 2017 (Old State Judiciary Building 4:30pm) Participants: Toni Withington, Carter Collins, Aric Arakaki, Michelle Weissman, Eli Fein, Teri Takata, Beth Robinson, Joe Carvalho, Ted Matsuda. ❖ Pololu Lookout o Department of Transportation will pave from Kohala Middle School to Amakua Gulch (2nd horseshoe). ■ Originally paving was from Kohala Hospital till Pololu lookout. o Surety Kohala Corporation is applying for consolidation & re -subdivision on their property by Pololu (proposed parking lot for lookout on Mauka of the road). ❖ Niulii o NSTR (nothing significant to report). ❖ Hapu'u — Kapanaia o Charlie Anderson's property (Half O' Kaiili) is in escrow & may be closing this year with the PONC purchase. ■ Public access is along the county graveyard road. o Pacific Plains PONC purchase is approved but no matching funds. ■ Land legacy is out of funds for this year and will apply for funding next July. •'• Halelua • o NSTR - Need update from county planning department on GOE. •'• Pahoa Beach o NSTR - Need update from county planning department ❖ Upolu Airport East o NSTR - Need update from county planning department. ❖ Upolu Airport Restoration o NSTR. •'• Honoipu o Community members met with Dutch Kyper (CEO of Parker Ranch), Parker Ranch's Land Manger, and the listing realtor. ■ The community members asked if they would like to donate it to the community, their response was no, so the community members asked of a land swap would be possible. o The road from Akoni Pule Highway down till the Red cinder road is owned by the Federal government. ■ Maybe the county can take it over with a no -bid stipulation. ❖ Puakea Bay Ranch o NSTR — We will refer to this area as "Pali A' Kamoa" •'• Kukuipahu • o NSTR ❖ Lamalaloa - South of Lapakahi o NSTR •'• Kaiholena • o NSTR ❖ Kohala Shoreline LLC o EA was rejected by the Planning Department. ■ The Planning Director found problems with the way it was written. No. 2018-03 ■ The public want the development plan on this project revised. ■ The Planning Director asked the owners to address the problems 3 times to no avail, then they gave it in a different format. ■ The owners submitted the new plan but the Planning Director deferred it. ■ The owners are going to the board of Appeals. ❖ Kohala Kai o Need update from the county planning department. ■ The project may not have received re -subdivision approval. • They have not finished the conservation easement with Ala Kahakai. o Ala Kahakai — NPS is working on the legal aspects of the easement ❖ Kohala Waterfront o NSTR - Need update from county planning department. ❖ Rails to Trails o Meredith made a preliminary report but needs more information & research. ■ Her research area is from Mahukona thru Upolu. ❖ New Items o Kohala Mountain News article will be on PONC purchases and proposed purchases. ■ January's article will be on stewardship, trails, & fundraisers ❖ Next meeting o January 3, 2018 starting 4:30pm, in the old State Judiciary Building.
