HomeMy WebLinkAbout2017-11-17 Police Commission Regular MinutesHAWAII POLICE COMMISSION REGULAR SESSION MINUTES NOVEMBER 17, 2017 WEST HAWAII CIVIC CENTER, BUILDING G CONFERENCE ROOM 74-5044 ANE KEOHOKALOLE HIGHWAY, KAILUA-KONA, HAWAII CALL TO ORDER Chair Morioka called the meeting to order at 9:05 a.m. ROLL CALL Present: Keith Morioka, Chair Peter Hendricks, Vice Chair Carl Carlson, Commissioner Wayne De Luz, Commissioner Paul Paiva, Commissioner Colleen Pasco, Commissioner (A quorum was present.) Absent: Arthur Buckman, Commissioner Jak Hu, Commissioner Also present: Kenneth Bugado, Deputy Police Chief Marshall Kanehailua, Assistant Chief Mitchell Kanehailua, Assistant Chief Randy Apele, Major Scott Amaral, Detective Malia Hall, Deputy Corporation Counsel Josie Pelayo, Secretary APPROVAL OF AGENDA Vice Chair Hendricks motioned to approve the agenda. Commissioner De Luz seconded, and it carried unanimously. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS (None.) APPROVAL OF MINUTES • October 20, 2017, regular and executive sessions: Vice Chair Hendricks motioned to approve both minutes with the correction that Deputy Chief Bugado was not present. Commissioner Carlson seconded, and it carried unanimously. POLICE CHIEF'S REPORT ON DEPARTMENTAL ACTIVITIES • Crime Report: Major Apele reported that up through October 31, there were 2,842 serious crimes. Of these, the Criminal Investigation Units investigated 504 of those cases. Area I saw no crime trend. In Area 11, South Kohala had a slight increase in auto thefts and breaking into vehicles. The Kona District had a decrease in auto theft, Hawaii Police Commission Regular Session Minutes November 17, 2017 Page 2 but had an increase in breaking into vehicles. In October, they had 8,701 calls for service, 2,698 for criminal/traffic and 6,003 miscellaneous public assistance. • Traffic Report: Assistant Chief Mitchell Kanehailua reported that fiscal year-to-date, they had 446 traffic crashes, 8 traffic fatalities, 4 DUI fatalities, and 394 DUI arrests. No trends were identified. In October, 5,132 citations were issued: 3,401 moving/regulatory, 380 seat belt, 30 child restraint, and 1,321 speeding. • Personnel Report: Assistant Chief Marshall Kanehailua reported that next month they expect a lot of retirements, probably adding another 12 to the vacancy count. They are looking at about 8 ranking officers to retire. Today's newspaper reported that SHOPO signed a new contract. The pay raises are not helping to retain people. • Finance Report: Assistant Chief Marshall Kanehailua reported that they submitted the first draft of their budget with a 3% reduction. The numbers have to be adjusted with the new union agreement. The budget is not tracking well. • Commendations of Sworn and Civilian Employees: Deputy Chief Bugado reported receiving 7 commendations involving 14 personnel. • Other Departmental Activities: Deputy Chief Bugado gave a brief report on CALEA. He stated that compliance checks are part of the accreditation process. Every district must submit compliance reports. They constantly do analyses and reports. Certification is money well spent. EXECUTIVE SESSION (Closed to the public.) Vice Chair Hendricks motioned to meet in executive session to consider discipline and charges against officers or employees of the Hawaii Police Department, to consider sensitive matters relating to public safety, and may consult with Corporation Counsel on questions and issues pertaining to the commission's powers, duties, privileges, immunities, and liabilities pursuant to HRS 92-5 (a) (2) (4) (6) and the Hawaii County Charter Section 13-20 (b). Commissioner Carlson seconded, and it carried unanimously. Executive session convened at 9:36 a.m. Regular session reconvened at 9:50 a.m. ACTION ON EXECUTIVE SESSION MATTERS Correspondence 17-07: Request for legal counsel in CIV 17-00026 KSC. Commissioner Carlson motioned that the named officers acted within the course and scope of their employment, and that they be afforded the benefits of legal representation. Commissioner Paiva seconded, and it carried unanimously. Hawaii Police Commission Regular Session Minutes November 17, 2017 Page 3 ANNOUNCEMENTS • Chair Morioka announced that the commission's next monthly meeting will be on Friday, December 15, 2017, 9:00 a.m. in the Aupuni Center Conference Room, 101 Pauahi St., Hilo, Hawaii. • Chair Morioka announced that at the next meeting, they will elect a new chair and vice chair for 2018. • Vice Chair Hendricks announced that he received a call from a member of the Salary Commission. They will be acting on the Police Commission's request for salary increase for the Police Chief and Deputy Police Chief on November 27. • Collection of files and documents. (Done.)
